Client: State of Missouri

Summary: Find experienced resource(s) specializing in data architecture to guide our Office of Data and Analytics to establish frameworks, patterns, automation, and appropriate solutions. This will help the State provide services to all citizens in a better, faster, and more efficient way.

Project Goals:

The State is investing significantly in data architecture, governance, and integration to bring ITSD and all agencies on the same plane. On this endeavor, the State will require the highest skilled candidate data architecture to lead and mentor the Data and Analytics team. Scope will also include assessing new technologies and providing recommendations for planning and implementation of those technologies.

Requirements:

• Needs to have 5+ years’ experience in Data Architecture, Analysis, Reporting, and Intelligence
• Advanced knowledge in building cloud data repositories in various platforms including AWS, Azure, OCI, and GCP
• Advanced knowledge of Data Lake, Data Lakehouse, Cloud Data Warehouse, and Hybrid Data Repositories
• Advanced knowledge in building end-to-end data pipelines and infrastructure
• Advanced knowledge of data modeling, database design, and ETL/ELT processes
• Advanced knowledge of MDM, Data Cataloging, Metadata, and Data Lineage best practices
• Intermediate knowledge in developing and maintaining Data Governance standards
• Experience with State of Missouri data architecture preferred

Performance Requirements:

• Design, create, and manage a data architecture including Architectural Diagrams. This includes defining and documenting the overall structure and organization of data, as well as the relationships and interactions between different data elements.
• Design, implement, and document data models and database structures that align with business requirements.
• Design, implement, and document data intake and optimization, data lakes, data warehouse, big data analysis, AI for data analysis modeling, Azure/AWS data ingestion.
• Ensure data consistency, integrity, and quality by establishing data governance policies and standards.
• Develop and document strategies for data storage, backup, and recovery.
• Collaborate with data engineers and other stakeholders to optimize data flow and accessibility.
• Assist in the evaluation and selection of appropriate data storage technologies and platforms, to include, but not limited to: familiarity with ServiceNow, AWS, OCI, GCP, and Azure.
