Yes Job Description Quality Infratech Intelligence (QII) seeks a Director, Requisition & Compliance, responsible for leading the organization’s requisitions and contract compliance program across the development portfolio. This role provides governance over Process Oversight, Policy & Compliance, Vendor Management, Systems and Workflow Optimization, and Requisitions Team Leadership; ensuring consistency, transparency, and accountability across all developments. Working cross-functionally with Pre-Development, Development, Procurement, OFCI, Finance & Accounting, and Legal; this leader develops the standards, systems, and reporting necessary to support scalable growth while providing executive leadership with accurate financial and operational insight for informed decision-making. Responsibilities Process Oversight Develop and maintain QII’s enterprise Requisitions program, including standards, policies, procedures, and governance. Standardize capital, vendor, legal, and accounting governance and compliance. Establish consistent requisitions processes across all developments and regions for various types of requisition. Policy & Compliance Work cross-functionally to develop proper requisitions policy and compliance standards. Ensure capital compliance within all requisition efforts. Ensure legal compliance within all requisition efforts. Ensure alignment between financial, accounting, legal, and development reporting. Coordination in Enterprise-wide data harvesting efforts in establishing historical cost data. Develop standardized vendor setup, prequalification, and compliance processes. Ensure consistency and maintenance of Enterprise vendor registry. Ensure vendor data and compliance requirements are kept up to date. Systems & Workflow Optimization Develop scalable project controls workflows supporting rapid organizational growth. Evaluate, implement, and integrate requisitions technologies and reporting tools. Drive continuous improvement across forecasting, reporting, data management, and governance. Establish KPIs measuring requisition processes and compliance. Provide leadership with actionable insights supporting strategic decisions. Build, mentor, and lead QII’s Requisition organization. Recruit and develop Requisition Managers and Analysts. Establish performance expectations, training programs, and career development. Foster a culture of accountability, collaboration, and continuous improvement. Cross-Functional Leadership Partner closely with Pre-Development Services, Development Services, Infratech (Power, Modular, OFCI), Finance, Capital, & Accounting, Legal and Executive Leadership. Executive Success Measures Success will be measured by the organization’s ability to provide leadership with timely, accurate, and actionable requisitions information while maintaining disciplined financial and legal governance across a rapidly expanding development portfolio. Key outcomes include: Enterprise Requisitions program established and adopted; Portfolio-wide reporting standardized; Capital Release & increased Spend Category visibility; Requisitions and Vendor Relations consistently governed; Executive dashboards implemented; Requisitions organization successfully established. Qualifications Bachelor’s degree in Engineering, Construction Management, Finance, Accounting, or a related field; advanced degree (MBA/MS) preferred. [8–15]+ years of progressive experience on large-scale capital development or infrastructure programs. Demonstrated experience in requisitions, legal, and accounting function across a multi-project portfolio. Deep expertise across capital tracking, vendor relations, legal compliance, and accounting processes throughout the full development lifecycle. Executive-level communication skills, with experience presenting to senior leadership, boards, lenders, and capital partners. Strong executive communication, organizational, and stakeholder management skills. Embody the QGC Core Values.
