In response to this market trend, the Renewables & Clean Power (R&CP) team have signed an early works contract to build one of the largest gas fired power generation facilities in the U.S. Our team is helping the customer progress early‑stage development, that would lead to the start of full EPC delivery next year. The candidate will act as the Project Quality Manager on the CCGT Project in Millersport, OH. The candidate may start in the home office in Reston, Houston or on the project site in Millersport, OH, as single status, to support preconstruction planning, ahead of project mobilization to the field when the candidate will locate on a long‑term assignment to the project in Millersport, OH. This position is contingent upon project award. Job Summary In this role, you will lead a team to align quality culture and programs with business strategy to improve project performance. You will manage Quality Management System certification and assessment and oversee the review and evaluation of project quality and execution plans. Your leadership will elevate organizational competencies and drive quality culture, standards, core programs, and processes. The role will be based in Reston and require the candidate to spend periods of time at jobsites in the US and overseas. #LI-JL1 Major Responsibilities Direct quality activities on a project—including those specific to combined cycle power plant construction and operation—communicating with engineering, procurement, construction, administrative services, testing, operations, decommissioning, and other project personnel to ensure management goals and objectives are met. Coordinate the preparation and establishment of the quality program/plan for the project, incorporating industry standards relevant to combined cycle technologies. Initiate project quality staffing requirements and budgets for approval as needed. Identify and incorporate applicable quality system requirements for suppliers and subcontractors. Develop/maintain the Quality Management Plan (QMP) and support its implementation. Coordinate, review, and approve subcontractors and suppliers' responses to deficiencies identified through project quality audits and surveillance activities. Verify the implementation of Best Practices and Lessons Learned, including collection, evaluation, and documentation into Ideagen. Review subcontractors' and suppliers' submittals, including quality manuals, procedures, Quality Plans, ITPs, quality personnel resumes, test reports, and audit schedules, with particular attention to combined cycle plant components such as gas turbines, HRSGs, and steam turbines. Perform NCR, RFI, FCD, and Punchlist trending. Oversee and monitor supplier quality performance, providing recommendations to address and resolve issues. Work with supplier quality to implement improvements and ensure adherence to quality standards. Lead/facilitate Project Root Cause Analysis (RCA) utilizing an effective process for initiating, planning, and performing an analysis and reporting results of the analysis so appropriate corrective measures may be identified, documented, implemented, and verified to resolve condition(s) that may be identified, documented, implemented and prevent recurrence. Report weekly/monthly progress to the Project Manager. Education and Experience Requirements Requires bachelor’s or master’s degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience. Required Knowledge and Skills Technical knowledge in the application of engineering, environmental science, procurement, construction, testing, operations, or decommissioning practices sufficient to comprehend specified engineering, environmental, procurement, construction, testing, operations, decommissioning, and regulatory requirements. Proven experience managing large‑scale power plant construction projects, specifically combined cycle power plants, including a thorough understanding of quality standards related to gas turbines, steam turbines, heat recovery steam generators (HRSG), balance‑of‑plant systems, and integration testing. In‑depth knowledge of combined cycle power plant design principles and the associated quality assurance practices needed to manage complex, multi‑system integration across mechanical, electrical, and control systems. Broad knowledge of the quality principles and their application to engineering, environmental, procurement, construction, testing, operations, or decommissioning. Knowledge of the application of corrective actions to reconcile nonconforming conditions. Knowledge of regulatory requirements and functions which impact the quality program/plan. Proficiency in oral and written communications. Proficiency in providing direction and on‑the‑job training to assigned personnel. Some proficiency in managing financial performance. Proficiency in the use of applicable computer programs. ISO9001:2015 Certified Lead Auditor (IRCA approved) (required).
