Department: Assessor Union Affiliation: AFSCME Work Schedule: Monday - Friday Total Hours Per Week: 40 Job Overview This 4-level classification series performs valuation appraisals of real and personal property, calculating an accurate and fair maximum assessed value and assessed value for tax assessment purposes. The Property Appraiser 3 operates at an advanced level. The employee regularly performs independent valuations of farms, commercial and industrial property including land, yard improvements, structures, machinery, equipment, as well as special assessment administration. The employee also prepares complex sales ratio reports and implements trending and re-calculation programs. In addition to independent appraisal work, the employee serves as a lead appraiser, training new appraisers, reviewing and accepting their work, and providing support to ensure accurate valuations. Knowledge, Skills, and Abilities Knowledge Advanced knowledge of theories, principles, practices, and techniques of property appraisal. Advanced knowledge of state statutes and guidelines, laws, rules, regulations, and ordinances relating to appraisal, assessment, and taxation. Advanced knowledge of local zoning/planning regulations as they relate to property values. Advanced knowledge of special assessment programs such as farm use, designated forest land, and low-income housing. Advanced knowledge of exemption programs. Advanced knowledge of software programs for computer-assisted appraisals. Expert knowledge of complex sales analysis, commercial and industrial structures, machinery, equipment, land, and yard improvements and related characteristics and costs. Skills Skill in effective communication in confrontational or high-pressure situations. Skill in writing clear and concise records, appeal responses, reports, data summaries, etc. Skill in using and maintaining computer programs, including Microsoft Office and Helion valuation software. Skill in critical thinking and problem-solving to address complex appraisal issues. Abilities Ability to work independently in accordance with established policies and procedures and use initiative and judgment in resolving problems. Ability to meet and deal courteously with other employees, property owners, boards, real estate and title companies, fee appraisers, other agency representatives, and the public. Ability to prioritize work and manage time effectively. Required Qualifications Education High school diploma or equivalent. Experience Three (3) years of progressively responsible work experience as a journey-level property appraiser. Equivalent education may be substituted for the experience requirement. Certifications or Licenses At the time of the appointment, must be registered by the State of Oregon as a Property Appraiser 1 under ORS 308.010. Must have a valid Oregon driver's license and maintain an acceptable driving record. Preferred Qualifications N/A Other Qualifications Must pass a pre-employment criminal history background investigation. Responsibilities Daily serve as lead worker. This includes: Assigning immediate tasks to group members and planning the day’s work. Obtaining and passing on instructions from the supervisor. Answering questions on procedures and instructions. Setting the pace of work. Checking work in progress. Accepting or rejecting completed work. Assuring good safety practices are followed. Demonstrating proper work methods. Training new appraisers and overseeing their daily work, ensuring consistency and providing guidance to correct errors and promote a uniform understanding of appraisal methods. Process farm and forest land, special assessment, and exemption applications to determine eligibility; compute penalties if disqualified; classify farmland by location, topography, soil productivity and other pertinent factors and establish values; implement policies and recommend new procedures for special assessment programs. Appraise complex urban, rural, personal, industrial, farm, and commercial property including land, yard improvements, structures, machinery, and equipment. Define the appraisal process and conduct preliminary surveys. Perform physical inspection of buildings and land, including measuring and classifying buildings. Gather data from several sources. Determine market value using various approaches such as market data, income, and cost. Defend values at various levels of appeal if required. Observe and assess physical, functional, and economic factors. Prepare and present final narrative appraisal report or appraisal form. Classify and calculate M-50 exceptions. Complete documented pre-appraisal setup for land and improvements. Conduct pre-appraisal setup studies and related studies, including time trend, LCM studies, land study, and sales benchmarks, depreciation, etc. Review and qualify sales, trim sales, implement time trends, analyze ratio data, and create an extensive annual ratio report to submit to the Department of Revenue for review. Complete sales ratio studies and compile data for trend analyses. Prepare data and appraisal reports to defend appraisals, special assessments, and exemption decisions at all levels of appeal. Implement exemption programs and various government programs by working with business owners to obtain required information, approving denying applications, and placing appropriate values on the tax roll. Maintain tax roll values and records for centrally assessed properties. Prepare valuation studies and assist with inputting new records into the valuation software. Compile, qualify and analyze sales data. Prepare annual Sales Ratio Reports. Independently apply appropriate trends and recalculations. Perform additional duties as assigned. Supervisory Responsibilities Acts in a lead capacity (does not formally supervise) to direct workflow or to mentor employees in the assigned department. Supervisory Controls Works under general supervision with recurring tasks performed independently. The supervisor provides professional advice on non-routine matters, and periodic reviews are conducted to ensure adherence to expected results. Working Conditions Mental Effort High degree of concentration with above normal periods of attention, above normal deadlines, or a high degree of creative thinking. Physical Effort Moderate: Requires some physical exertion, such as long periods of standing; walking over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities; or recurring lifting of moderately heavy items, such as tables, equipment, and medium sized parts. May require above-average agility and dexterity. Work Environment Moderate risks/discomforts: Requires special safety precautions, e.g., working around moving parts, carts, or machines; exposure to contagious diseases or irritant chemicals. Employees may be required to use protective clothing or gear, such as masks, gowns, coats, boots, goggles, gloves, or shields.
