NOVA Engineering & Environmental is seeking a Municipal Utilities & Right-of-Way (ROW) Site Inspector to support infrastructure and public works projects in the Naples, Florida area. This position is responsible for inspecting municipal utility, roadway, stormwater, and site development construction activities to ensure compliance with approved plans, specifications, Municipal standards, FDOT requirements, permits, and industry best practices.
The ideal candidate will have hands-on experience inspecting underground utility infrastructure, roadway and ROW improvements, stormwater systems, grading operations, and municipal construction projects. Candidates with strong knowledge of FDOT requirements, utility coordination, erosion control, Maintenance of Traffic (MOT), trench safety, and utility installation standards are highly desired.
Responsibilities:
- Perform field inspections of municipal infrastructure and site development projects, including: 1.) Underground utilities (water, sanitary sewer, reclaimed water, force main, and storm drainage systems) 2.) Utility crossings and utility conflict resolution, 3.) Roadway and Right-of-Way (ROW) improvements, 4.) Stormwater infrastructure (structures, piping, retention/detention systems), 5.) Grading, earthwork, drainage, and site development activities
- Monitor contractor activities to ensure compliance with project plans, specifications, permits, County requirements, and applicable FDOT standards.
- Inspect trenching operations, utility installations, structures, fittings, manholes, and backfill activities to verify proper construction practices and compliance.
- Verify utility depth, separation requirements, line and grade, elevations, slopes, compaction, and drainage flow patterns.
- Review and inspect erosion and sediment control measures in accordance with approved plans and permit requirements.
- Observe and document compaction testing, field density testing, utility testing, and other quality control activities.
- Interpret civil engineering plans, utility profiles, drainage plans, erosion control plans, roadway plans, MOT plans, and construction specifications.
- Utilize laser levels, GPS equipment, grade rods, and field technology to verify construction tolerances and collect project data.
- Assist in identifying utility conflicts and coordinate field resolutions with contractors, engineers, surveyors, utility providers, and County representatives.
- Review as-built drawings and record documents for completeness and accuracy.
- Maintain detailed daily inspection reports, photographic documentation, quantity tracking, and project records.
- Support project closeout activities, final inspections, and punch-list verification.
- Promote safe construction practices and monitor compliance with approved traffic control and work zone safety requirements.
Requirements:
- High school diploma or equivalent required.
- 1–3+ years of construction inspection experience involving municipal infrastructure, utilities, roadway construction, public works, or site development projects.
- Ability to read and interpret construction plans, utility profiles, grading plans, drainage plans, and specifications.
- Working knowledge of utility locates, trenching operations, utility installation methods, and construction sequencing.
- Familiarity with Right-of-Way (ROW) construction activities and utility coordination.
- Strong written communication, documentation, and organizational skills.
- Ability to work outdoors on active construction sites in varying weather conditions.
- Valid driver's license with acceptable driving record.
Preferred Qualifications:
- Experience performing inspection services for county, municipal, utility authority, or FDOT projects.
- Knowledge of FDOT Standard Specifications, utility construction requirements, and Maintenance of Traffic (MOT) standards.
- Understanding of gravity sewer systems, force mains, storm drainage systems, and water distribution infrastructure.
- Experience reviewing erosion and sediment control plans and monitoring stormwater compliance.
- Familiarity with utility color-coding standards, utility conflict resolution, and underground utility coordination.
- Knowledge of trench backfill requirements, flowable fill applications, compaction requirements, and utility acceptance testing procedures.
- Experience using laser levels, GPS equipment, surveying instruments, or other field inspection technology.
- Familiarity with temporary traffic control devices, barricades, work zone safety, and roadway construction practices.
Preferred Certifications (Not required):
- FDOT CTQP Certifications (Earthwork, Concrete Field Inspector, Asphalt Roadway, or Final Estimates)
- FDOT Maintenance of Traffic (MOT) Certification
- IMSA Utility or Infrastructure Certifications
- ICC Soils Special Inspector or related inspection certifications
- Erosion & Sediment Control Certification (FDEP or equivalent)
- Other municipal, utility, or construction inspection certifications
