Environmental Compliance Inspector II – Performs all requirements under Environmental Compliance Inspector I. In addition, under limited supervision, performs, coordinates, and facilitates complex inspections and related reporting of wastewater discharge, National Pollutant Discharge Elimination System (NPDES) storm water, Household Hazardous Waste, and solid waste/recycling programs to ensure compliance with regulations and increase public awareness. Position Snapshot/A Day in the Life: Under the supervision of the Environmental Compliance Supervisor, a successful candidate for the Environmental Compliance Inspector II position will be part of the Environmental Compliance Division -- a small, dedicated, compliance-oriented team that is responsible for the administration and coordination of several local and state regulatory programs. This position will develop, coordinate, implement, monitor, and report on activities related to Household Hazardous Waste, Solid Waste and Recycling, CalRecycle Grants, Sewer Pretreatment, and NPDES Storm Water programs. They will be a subject matter expert who may represent the City in interagency committees, as well as provide training and broad guidance to various City divisions and departmental staff. The successful incumbent will also be involved in plan check reviews. The Environmental Compliance Inspector II is able to work independently and exercise good judgement while performing duties in support of environmental compliance programs. This person will occasionally respond to environmental emergencies in the field and conduct field inspections as needed. The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices. Assists in conducting onsite inspections of industrial, commercial, municipal, and governmental establishments whose waste products may be potentially hazardous or deleterious if discharged into public sanitary sewer system without adequate pretreatment. Learns basic characteristics of industrial wastewater; performs pretreatment administration, plan checks, permitting renewals, chemical sampling, and public outreach. Inspects and evaluates floor drains, sand traps, settling chambers, neutralizing tanks, grease removal equipment, and all other equipment used in control and disposal of industrial and commercial wastes. Checks and reviews the volume content and temperature of industrial and commercial discharges into the sanitary sewers. Samples industrial and commercial wastewaters by obtaining grab samples or through the use of automatic sampling equipment and composite samples; deliver samples to laboratory; reviews laboratory results with Environmental Control. Assists in the performance of field measurements of industrial/commercial wastewater flows; performs field work to inspect overflows and illegal discharges. Checks for explosive and toxic gas in sewers and storm drains. Maintains monitoring equipment; maintain records of inspection and monitoring activities. Operates Department vehicles; assists in operation of Household Hazardous Waste Center and assists in City recycling program. Assists in stormwater management; may assist in development of city water distribution system. Performs administrative activities for business licenses and related; facilitates industrial and commercial audits and inspections; communicates and adheres to all business license approval policies for industrial facilities. Performs exceptional customer service and monitors Pretreatment, National Pollutant Discharge Elimination System (NPDES) storm water, Household Hazardous Waste, and solid waste/recycling programs to ensure compliance with City, State, and Federal regulations. Establishes and maintains cooperative working relationships with those contacted in the course of work. Effectively communicate, both verbally and in writing, with a variety of audiences. Maintains prompt and regular attendance. Sound judgement and attention to detail. Perform any other tasks or functions deemed necessary to the daily operations of the employer or as the situation requires. This position is always evolving. In additional to above, Coordinates the City’s industrial wastewater monitoring program; conducts inspections of industrial, commercial, municipal, and governmental establishments. Installs and operates sophisticated monitoring equipment; performs sampling of water and wastewater in the field. Facilitates pretreatment administration; performs plan checks, pretreatment permit renewals, compliance meetings, enforcement notifications, and general public outreach. Inspects and monitors industrial, commercial, institutional, and governmental establishments to ensure compliance with City and NPDES wastewater discharge requirements, including local, State, and Federal regulations. Monitors and coordinates operation of Household Hazardous Waste Collection Center to ensure compliance with contract requirements. Conducts grease interceptor inspections to the Food Service Establishments (FSE) for Fats, Oil, and Grease (FOG) Program. Monitors solid waste, recycling, and street sweeping programs to ensure compliance with contract requirements and annual reporting. Responds to illegal discharges pertaining to Sanitary Sewer Overflow (SSO) or hazardous spills on public right of way and private properties; inspects stormwater construction sites. Assists in the development, implementation, and monitoring of storm water, solid waste, street sweeping, and commercial/industrial operations to ensure compliance with best practices. Performs administrative activities for business licenses and related; facilitates industrial and commercial audits and inspections; communicates and adheres to all business license approval policies for industrial facilities. Creates, facilitates, and audits public awareness programs. Reads, interprets, and works from contract documents and technical manuals; makes accurate mathematical and statistical computations. WORKING CONDITIONS
Position requires prolonged sitting, standing, walking on level and slippery surfaces, reaching, twisting and turning while entering and exiting a motor vehicle or on foot within the City limits. Incumbents may be required to lift objects weighing up to 40 pounds. The position requires near, far, and color vision. Incumbents work in all weather conditions. A combination of experience and training that would provide the required knowledge and abilities is qualifying. Knowledge of: Advanced mathematics Appropriate safety precautions & procedures Basic principles of public relations Hazardous Materials handling, transporting storage, and disposal techniques. City collection system and storm sewer. Sampling and chain of custody procedures. Confined space entry. Hazardous materials Collection system/sanitary sewer/storm drain system. Familiarity with environmental compliance standards, practices, and regulatory requirements. Plumbing codes and regulations. Principles of effective supervision in a lead capacity. Federal Clean Water Act Regulations. City ordinance and enforcement response plan. Sewer and storm collection systems. Purchasing policies and procedures. Basic Chemistry Inspection techniques and reporting Solid waste/recycling practices and procedures. Street sweeping practices and procedures. Pretreatment practices and procedures. Relevant tools, software, and/or technology used within the role. Understanding of organizational policies, procedures, and best practices. Principles and practices of excellent customer service. Safe work practices, OSHA regulations, and workplace health and safety procedures to ensure a safe working environment. Two (2) years of experience in industrial waste inspection, monitoring, sampling, permit writing or solid waste/recycling operations including lead capacity experience.EDUCATION:
High School Diploma, GED supplemented by college level course work.LICENSES AND/OR CERTIFICATIONS:
Possession of, and continuously throughout employment, a valid California Class “C” Driver’s License. Environmental Compliance Inspector Grade I certification required. Preferred Qualifications: The ideal candidate will possess the following: Possession of an Industrial Waste Inspector Grade I Certification at the time of application; additional professional certifications such as CWEA Environmental Compliance Inspector, Hazardous Materials Technician, or 40-hour HAZWOPER are highly desirable.
