Its businesses produce the raw materials that are essential in the manufacture of a wide variety of goods: from paints to plastics, textiles to technology, and medicines to mobile phones - chemicals manufactured by INEOS enhance almost every aspect of modern life.BUSINESS CONTEXT: Ethylene oxide (EO) is an important building block for the preparation of a wide variety of EO derivatives (EODs), including various surfactants, as well as a host of other chemical intermediates including Glycol Ethers, Polyethlene Glycols, Ethanolamines, and Alkyl Alkanolamines.INEOS Oxide is one of the world's leading producers of Ethylene Oxide (EO) and Ethylene Oxide Derivatives (EODs). We currently have a total EO and EOD capacity of 920 kta spread across five different production units throughout Europe and the US. These units have leading cost economics, due to economies of scale, state-of-the-art technology, strategic locations, etc. Our EO project in the US is targeting the fast-growing merchant EO market, building on our experience and leadership position in Europe.Purpose of the Job: Most Important Internal & External FactorsThe Project Engineer will support Project Managers on larger projects as a technical expert interfacing with the engineering firm working on the project (Typically $2,000k – $30,000k). The Project Engineer will also manage some Capital Projects directly from initial development through completion (Typically $20k - $2,000k). Days will include interfacing with site engineers, operations, engineering firms, procurement, and construction contractors to design, procure, and build equipment to meet the stated objective from the Project Sponsor. The candidate is responsible for implementing, completing project designs and all aspects of capital projects.Responsibilities and AccountabilitiesAccountability 1: SHEEnsure project designs meet industry and company safety standards.Set safety expectations for the project and lead the team to achieve safety goals. Serve as job representative and address all safety issues that arise with contractors brought on site for the execution of capital projects to deliver best-in-class HSE performance.Support Process Hazard Analysis and Management of Change (MOCs).Update required drawings, and records and final documentation of project changes to maintain proper integrity management.Ensure new installations adhere to INEOS Group Guidance Notes.Ensure technical resolution of all resultant recommendations from major unit PHA or HAZOP studies and other safety audits.Complete all assigned action items from PHAs, incidents, audits, etc in a timely manner and keep status and plans for action items updated.Maintain safety as the highest priority of the plantMaintain the 20 Principles of SafetyAdhere to and uphold all safety policies and standardsAccountability 2: Project EngineeringServe as technical owner for design package quality and design.Provide technical direction to contractor staff to ensure compliance with philosophies, codes and standards and delivery of the project goals.Establish and lead processes to ensure the engineering and design integrity is not compromised during the design, construction execution and commissioning phases.Accountable for engineering activities from basic engineering to detailed engineering through start-up, to meet the target start-up dates, budget, facilities engineering design integrity, and HSE performance for the project.Provide technical support to the operations team during preparation for start-up and up to normal operation.Contribute to establishing common engineering codes and standards.Maintain and update unit technical records including the establishment of new equipment files, the organization of relief valve specifications and calculations and the updating of training materials for the unit.Accountability 3: Project ManagementResponsible for development of the project scope, budget, and schedule of capital project(s), including preparation and implementation of Project Execution Plan.Lead FEL process, completing stage gate deliverables and reviews, and obtaining management approvals.Develop bid packages and work with procurement to bid, evaluate, and award work.Coordinate resources to perform up front engineering and development of estimates.Manage project requests and backlog. Confirm accuracy of cost estimates as well as monthly cash flow forecasts.Develop, gain approval for, and manage to project KPI's and metrics.Lead development of a risk management plan.Prepare and give presentations to various levels of Company management and other stakeholders.Ensure projects are closed in a timely manner following mechanical completion.Develop projects inline with Turnaround milestones.Accountability 4: Team ManagementAssemble a team to effectively execute the project.Understand contracts and manage contractors to maximize performance, control costs and minimize claims and change orders.Ensure plant Operations and Maintenance personal are engaged and that they understand their responsibilities.Skills/CompetenciesLevel of Education & Experience in generalBS Chemical/Mech/or Electrical Engineering5 years of chemical plant experienceProject experience strongly preferred.Technical SkillsKnowledge of applicable codes and standards: e.g. ASME, API, ASTM, ANSI, NEC, etc..Knowledge of Microsoft Office applications including Excel, Word, PowerPoint, and SharePointExperience with SAPExperience with scheduling software like Microsoft ProjectBehavioral SkillsStrong interpersonal skills as well as excellent verbal and written communication skills.Strong influencing skills with those individuals/teams they do not directly superviseProactive leadership, change management and team building skills and experience.Excellent organization skills.Must be comfortable working in a fast pace environment.Ability to present updates to the project team and management.Safety role modelADA Physical requirements, visual acuity requirements and environmental conditionsOutsideLight Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
