Health System Specialist- Executive Administrator

Summary The position is located in the Hampton VA Healthcare System, in the Associate Director Patient Care Service (ADPCS). The Hampton VAHCS is a general medical surgical facility with 477 beds serving a 15-county area in eastern Virginia and a 10-county area in northeastern North Carolina and has a veteran population of more than 220,000 veterans. Learn more about this agency Duties Help Duties include but are not limited to: The purpose of the position is to provide management and administrative support for a broad spectrum of ADPCS operations that require extensive knowledge of management principles, practices, methods, and standards.
- Serves as an advisor by analyzing a variety of ADPCS operational activities involving staffing methodology, manpower utilization, work distribution, productivity, policies, processes, and other management functions for overall improvement.
- Strategic planning, creating and maintaining statistical data for decision-making purposes, developing and monitoring cost effective programs, and monitoring organizational performance.
- Frequently meets with Executive Leadership, Service Chiefs, and management officials to advise on issues that affect the delivery of health care. Advises management on matters impacted by programmatic/policy changes.
- Collaborate with subordinate ADPCS service lines to analyze and evaluate programs and operational activities for overall effectiveness.
- Advises on and provides management support involving administrative policies, programs, and operations of a highly complex health care delivery system with care spanning eight (8) subordinate service lines. Works closely with the ADPCS by providing oversight overbroad range of administrative and management activities related to the institutional objectives of high-quality patient care. Develops and implements effective action plans in collaboration with the ADPCS management to ensure various program needs are met. Participate in internal service, senior management, and VISN leadership meetings by presenting and making effective recommendations to influence decisions related to high-quality patient care and operations. Collaborates with VISN and VACO officials, senior management, section chiefs, and program specialists to ensure integrated goals, mission, and priorities are met.
- Acts as the project lead for healthcare and operational improvement projects impacting patient care delivery systems and functions. Responsible for conducting special organizational studies involving staffing methodology, manpower utilization, workflow operations, work distribution, productivity, policies, processes, equipment, space utilization, and other operational functions. Responsible for improving the effectiveness of program operations through the establishment of appropriate organizational structures and the use of efficient work methods and procedures. Conducts special projects involving the analysis of interrelated issues to develop operational improvement plans for the accomplishment of mission, goals, and objectives.
- Maintains collaboration with Human Resources to integrate assigned programs with Patient Centered Care program goals and initiatives. Serves as key figure in manpower utilization, resource allocation, assuring recruitment and retention within approved ceilings. Initiates requests for recruitment and interviews. Responsible for managing and development of the position descriptions and functional statements for the service. Prepare HR documentation to bring new employees on-board, and take part in orientation, counseling, etc. for employees in Patient Care Services.
- Responsible for the formulation, execution and management of the budgetary plan and operations. Performs budget execution functions to ensure that expenditures are consistent with budget formulation plans as the fiscal year progresses. Possesses full authority for and manages all fund control points.

- Physical Requirements: The work requires some physical exertion, such as periods of standing when teaching; some walking, bending, crouching, stooping, stretching, or similar activities when visiting work sites; and some moderate lifting and carrying. At other times the work is sedentary, requiring the use of a computer.

- Education: Undergraduate and Graduate Education in a Major study of hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. Transcripts required. OR,
- Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
- Missions, organizations, programs, and requirements of health care delivery systems
- Regulations and standards of various regulatory and credentialing groups; and
- Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
- Minimum Qualifications: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzing and evaluating administration health care operations by identifying training needs to develop training, reference materials, and implement plans for software packages; Overseeing data validation, automated data processing systems, and reporting activities related to hospital information systems; Designing, preparing, and validating management reports to support budgeting, quality assurance, utilization management, and executive-level planning; Conducting analysis to identify and deliver solutions for areas of improvement of patient demand, workload trends, and bed utilization. Note: Experience must be fully documented on your resume and must include job title, duties, month & year starting and year ending dates AND hours worked per week. OR,
- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PH.D. or equivalent degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. if related. OR
- Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond two (2) full years of graduate education.
