Epc Project Policy Analyst 3
The Educational Partnership Center (EPC) Project Policy Analyst 3 conducts activities associated with supporting strategic planning, decision making, and initiatives for EPC programs through the data collection and analysis for all EPC programs. Under the direction of the EPC Research, Evaluation, and Innovation (REI), the Project Policy Analyst 3 will act as project manager of the analysis, reporting, and distribution of research data to ensure programs are meeting grant objectives and reporting requirements. Tasks include managing data for planning and conducting analytical studies, program assessment, and developing reports based on grant requirements, formative studies to improve programming, and support with region analysis. Additionally, the Project Policy Analyst 3 may be required to develop new programs, policies or procedures for possible implementation within the REI team as well as other data expectations across EPC programs. This position may be involved with compliance with informational requests from partner school districts and external agencies.
Budgeted Salary: $80,000 - $84,000/Annually. Salary commensurate with skills, qualifications and experience. Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. The salary shown above is the budgeted amount the University reasonably expects to pay and the salary extended should not exceed this posted amount. Job Duties
- 50% - REI Project Management and Database Management Support all EPC programs' reporting requirements, including maintaining data collection systems and processes, analysis, and assisting program directors on completing necessary reports Manage annual reporting and methodology documentation, create agendas, organize projects, and ensue the team works together towards completion of projects Share oversight responsibilities for Graduate Student Researcher (GSR) with the REI Director Act as lead with database management system - working closely with vendors to build systems based on EPC needs, training staff, and setting up a system to ensure timely and accurate data input Design and establish systems that manage, store and retrieve data for analysis to answer ad hoc informational requests and tracking of students and program objectives Assist across EPC in training development around data collection, monitoring, accuracy, and professional skills associated with reporting
- 40% - Data Analysis Researches, gathers, analyzes and summarizes information for the development of complex data research projects, and support in selecting appropriate methods and techniques to ensure goals are met Completes quantitative and qualitative analysis for reporting, planning, and formative studies to better inform programming, both independently and as part of a group assessing data. Continues to develop quantitative and qualitative skills to be able to take a stronger lead in evaluation and analysis Develop new programs and policies or procedures as needed Help to develop and implement expectations/ around standardization in expectations around service delivery, data reporting, and data use for programming Assist REI Director in data share out to internal and external staff, partners, and stakeholders

Required Qualifications
- Bachelor's degree in education, policy, or related social science field, data science, or equivalent experience Experience in critical analysis methodology Sufficient experience in education policy, research, or a related field data organization and management to infer competency General knowledge in data collection and analysis techniques and statistics or social science research techniques Knowledge of organizational principles and procedures involved in handling sensitive data (for example, Family Educational Rights and Privacy Act, or FERPA) Understanding of organizational rules and regulations Well developed active listening and interpersonal skills Demonstrated ability to apply critical thinking skills to identify and solve problems and recommend effective resolutions. Able to provide good judgment, a critical eye to data review, decision-making, and problem solving Strong ability to present information in a clear concise manner verbally and in writing Ability to create and maintain clear action plans for research projects, program assessment, and grant reporting
Preferred Qualifications
- Graduate degree in education, policy, or related social science field, or equivalent experience Fluency in data-analysis software such as Tableau, R, R-Studio, Python, Qualtrics, and/or Atlas.ti Experience managing grant reporting Experience working with school districts and stakeholders

Selected candidate will be required to complete training within established time frames as directed including UC compliance training.
