Software Engineer, Sr.

The City of Glendale's Innovation & Technology department focuses on the delivery and operations of vital IT infrastructure, computer support, IT governance, project management, and the support and maintenance of enterprise applications, data analytics, GIS services, and cybersecurity. The Software Engineer, Sr is responsible for analyzing customer requirements and designing, developing, testing, installing, and integrating software systems to meet business needs. Job duties include configuring and customizing both on‑premise and SaaS applications; recommending software upgrades and presenting new options that better meet the City's needs; monitoring system effectiveness and troubleshooting any resulting issues that require advanced technical skills. This role may lead, coordinate, advise, and direct other Software Engineers and Systems Analysts in routine system support, analysis, development, and design. FLSA Exempt and will be paid a salary regardless of hours worked per week. Grade 416 with an annual salary between $102,797.00 and $154,195.00. Vacation leave accrues at: 5.33 hours per pay period (138 hours / 17.25 days per year) Increases to 6.12 hours per pay period after 5 years of service Caps at 7.6 hours per pay period after 10 years of service Sick leave accrues at 4.4 hours per pay period (114 hours / 14.25 days per year). This position participates in the Arizona State Retirement System (ASRS). Contribution is mandatory and deducted every pay period. The current contribution rate is 11.98 %. Responsibilities Works in conjunction with Information Technology Manager(s) to devise strategic and tactical solutions required to meet overall business objectives. Recommends technology solutions considering a number of factors including budget, business need, internal capabilities, and strategic direction. Writes high‑quality code that satisfies customer needs. Creates systems by designing, developing, and installing software solutions. Maintains and improves existing codebases and peer‑review code changes. Applies Agile Methodologies to application development. Follows full Software Development Life Cycle (SDLC). Creates fault‑tolerant programming and thorough quality control processes. Writes test scripts for both existing and developed code to ensure compatibility and stability. Integrates multiple systems utilizing different communication protocols and gateways; develops or consumes APIs as necessary. Deploys and manages systems in both on‑premise and cloud‑hosted environments. Enhances applications by identifying opportunities for improvement, making recommendations, designing, developing, and implementing systems. Prepares and installs solutions by determining and designing system specifications, standards, and programming. Plans and implements system automation as required for better efficiency. Evaluates systems and provides technical direction. Collaborates with other professionals to ensure high‑quality deliverables within organization guidelines, policies, and procedures. Develops and maintains documentation for supported applications, processes, and developed code. Complies with project plans and industry standards. Participates in change control process; completes change requests and coordinates work with City departments and within the Innovation & Technology department. Provides on‑call support during non‑business hours. Performs other related duties as assigned. Minimum Qualifications Bachelor’s degree in Computer Science, Management Information Systems, Computer Engineering, or a related field and five years of experience in development, design, implementation, and application support—including five years of software development experience in .NET Framework and other programming languages.
