Chief Financial OfficerDutiesMAJOR DUTIES:Directs financial management policy in support of the ARNG military organizations and units. As Chief, Financial Officer maintains statutory responsibility for the proper obligation, accounting, disbursement, and administrative control of all federal funds allocated to the state.Serves as the principal financial advisor and the technical expert to the state Adjutant General (AG), USPFO, senior staff management, major subordinate commands, and the Program Budget Advisory Council (PBAC).Determines the significant impact of projected DOD, DA, NGB and other government programs affecting the state ARNG's fiscal policies.Writes, implements and maintains an effective system of financial management controls for the state ARNG.Exercises supervisory personnel management responsibilities.RequirementsMales born after 31 December 1959 must be registered for Selective Service.May be required to successfully complete a probationary period.Participation in direct deposit is mandatory.May occasionally be required to work other than normal duty hours; overtime may be required.Must be able to obtain and maintain the appropriate security clearance of the position.You are responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission.For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.QualificationsSkill in collecting and analyzing data effectively, efficiently, and accurately;Ability to plan, direct, and coordinate difficult and complex programs;Ability to develop, apply, and adjust financial plans and policies to attain agency objectives;Ability to select, develop, and supervise a subordinate staff;Ability to establish and maintain effective working relationships, not only with subordinate staff, but with all levels of key management officials, the latter particularly requiring the exercise of tact, ingenuity, and resourcefulness;Ability to apply a high level of sound and independent judgment in the solution of financial problems and in the administration of a financial management program;A broad knowledge of agency operating programs;A broad knowledge of and ability to utilize principles, methods, techniques, and systems of financial managementSkill in applying procedures and directives by reading and interpreting program material;Skill in training, mentoring, and problem solving;Ability to make oral and written presentations in a clear and concise manner;Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication;Ability to write English in reports and presentation formats;Ability to communicate clearly and effectively.Specialized ExperienceMust have 1-year equivalent specialized experience to at least the next lower grade level before being eligible for the next grade level.Must have fundamental working experiences with a validated understanding of the basic principles and concepts of the financial management occupational series and grade.Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.EducationEducation Requirements:Completed undergraduate or graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.Financial Management Certification Requirements:The certification will not be used as a mandatory requirement in DoD hiring systems. A member who is not certified may still qualify for a position that requires DoD financial management certification as a condition of employment.Members of the financial management workforce are required to participate in the Financial Management Certification Program; therefore, achieving certification is a condition of employment.Members of the financial management workforce must achieve the appropriate certification level for their positions within 2 years of notification of applicable certification requirements or the period of any extension.Foreign EducationIf you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.Veterans PreferenceVeterans Preference: If you are claiming veteran's preference, you MUST submit the appropriate documentation.
