Transportation Specialist (Team Lead) - SME.

Responsibilities Plan, Coordinate, Manage, and Monitor all actions and functions of the special permits program for the safe and secure transportation of hazardous materials throughout the United States. Lead the team responsible for the evaluation of thousands of applications and petitions for special permits from shippers, carriers, chemical and container manufacturers, industries, public entities, and government agencies for special licenses to waive compliance with one or more requirements of the provisions of the Hazardous Materials Regulations. Advise industry and government agencies through direct contacts and correspondence on the standards and requirements to qualify for special permits. Coordinate and direct the uniform application of special permit procedures by DOT agencies, such as the Federal Aviation Administration (FAA), the Federal Railroad Administration (FRA), the Federal Motor Carrier Safety Administration (FMCSA), and other Federal agencies, where applicable. Represent OHMS, PHMSA, and DOT at national conferences and meetings of professional societies and industry associations. Ideal Candidate The ideal candidate for this position is an individual who has demonstrated leadership ability, strong technical writing skills, and professional and persuasive oral communication skills. This position will provide the selected individual with the opportunity to lead a team on multiple projects resulting in the issuance or denial of an application for special permit, research international and domestic regulatory issues, make recommendations to leadership, represent PHMSA at conferences and meetings, and affect the safe transportation of hazardous materials. BACKGROUND INVESTIGATION: A background security investigation is required for all selected individuals. PROBATIONARY PERIOD: You must complete a one‑year probationary period (unless already completed). TIME‑IN‑GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Qualifications To meet the minimum qualifications for this position, you must also meet the specialized experience requirements to qualify for the Grade 14. You must have at least one year of experience equal or equivalent to the GS‑13. This experience must include: Experience reviewing special permit applications and evaluations and making decisions to grant or deny a special permit. Experience applying transportation principles, compliance, and operating principles in the evaluations of special permit applications. Experience interacting with technical experts and modal partners on complex regulatory and special permits issues. Experience communicating effectively both orally and in writing on issues relating to technical and logistical compliance with the Hazardous Materials Regulations. Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled is required.
