POSITION TITLE: System Test Coordinator FLSA: Exempt SALARY: Teacher Salary Schedule WORK DAYS: 220 LOCATION: Muscogee County Public Education Center REPORTS TO: Senior Director of Research, Accountability and Assessment (RAA)
PRIMARY FUNCTION: The System Test Coordinator provides strategic leadership, oversight, and governance of the district's student testing and evaluation programs. This role is responsible for ensuring the secure, valid, and compliant administration of all local, state, and federally mandated assessments; aligning assessment operations with district instructional priorities, and maintaining the integrity of assessment data. This position serves as the district's primary authority on assessment administration and is a critical collaborator for senior leadership, school administrators, and state agencies, ensuring effective and reliable testing programs across the Muscogee County Schools.
REQUIREMENTS:
1. Educational Level: A Bachelor's degree in a related field is required. A Master's degree in Education/Education Leadership or a related field is strongly preferred.
2. Certification/License: A valid Georgia Educator Certificate (L-5 or higher) is required and must be maintained for the duration of employment in this role to satisfy GaDOE requirements.
3. Experience: A background in K-12 education and high stakes testing is required. Classroom/building leadership experience is strongly preferred.
4. Responsibilities: These include working under limited supervision following standardized practices and/or methods; leading, guiding, and coordinating others; operating within a defined budget; utilization of resources from other work units may be required to perform the job's functions. This is a high-impact and high-visibility role with significant opportunity to impact MCSD's schools and students.

Knowledge, Skills, & Abilities: Knowledge: Familiarity with assessment administration/security standards and regulatory requirements including accommodations, accessibility, student data privacy, and compliance for special populations Working knowledge of educational measurement and evaluation principles such as testing validity, reliability, standardized testing practices, and interpretation/use of student assessment data Possess a testing systems and technology background to help with training, troubleshooting, and end-user supports Skills: Strategic leadership demonstrate the ability to lead district-wide assessment operations by establishing a pathway to success and aligning practices across buildings/teams Program and systems management possess skill in designing, implementing, and overseeing complex multi-site assessment programs Executive communication and influence ability to clearly communicate complex assessment, accountability, and compliance information to a diverse stakeholder base orally and in writing Training, facilitation, and capacity-building design and deliver system-wide professional learning for administrators and testing personnel; develop trainings materials/guidance; build capacity across the system Risk management and agile problem solving background in identifying compliance risks and operational challenges and developing corrective plans to mitigate them; ability to respond strategically and level-headedly to emergent challenges Cross-functional collaboration collaborating with numerous teams is at the core of how work gets done and the ability to establish and nurture these relationships is critical Organizational and resource management - managing assessment workflows, timelines, and documentation to support efficient and compliant operations Abilities: Lead with autonomy and accountability Translate policy into practice Ensure consistent implementation across diverse sites Build trust and credibility Maintain confidentiality and high ethical standards
ESSENTIAL DUTIES:
- Provide district-wide leadership of all assessment administration processes, ensuring alignment with state, federal, and district accountability requirements
- Establish, implement, and continuously improve systems, procedures, and policies to ensure the security and integrity of the district's assessment program
- Serve as the district's expert advisor on assessment operations, security, and policy for executive leadership and school administrators
- Recruit and lead a districtwide network of school testing coordinators from each site/program charged with effectively redelivering training, maintaining testing security, and overseeing test administration at their respective sites
- Lead district testing irregularity and compliance investigations processes including reporting to state/district leadership, managing submissions to the Georgia Professional Standards Commissions, and collaborating with the Superintendent, cabinet, and HR leaders to implement corrective plans as needed.
- Coordinate strategic cross-functional partnerships with Department of Technology Services to ensure the district's network and infrastructure are secure and prepared for high stakes testing
- Collaborate closely with ESOL, Special Education, and Student Services to ensure accommodations and accessibility supports are appropriately implemented/documented in accordance with statute
- Execute a timely and accurate communication plan regarding testing timelines, training requirements, system updates, and district expectations to internal stakeholders
- Design and evaluate district-wide professional learning and documentation for all staff involved in assessment administration
- Deliver ongoing coaching, training, and technical guidance to school-based staff to build district capacity and reduce risk
- Lead the district-wide homeschool and returning students placement process including organizing testing sessions, communicating with families, managing student documentation, coordinating with ESOL and SPED staff to connect students with appropriate services, and generating student placement recommendations
- Coordinate the district's retention/promotion appeals process
- Serve as a strategic partner for schools in interpreting and contextualizing assessment within their buildings
- Lead transcript reviews and credit verifications for former students petitioning for diplomas pursuant HB91 or other pathways
- Perform other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit
