The Maine Public Utilities Commission is seeking a qualified applicant to fill the position of Systems Coordinator in the Emergency Services Communication Bureau (ESCB).

About Us


Maine's Emergency Services Communication Bureau (ESCB) is the state agency responsible for 9-1-1 in Maine and provides the communication network and dispatch protocols, administers training, and develops the system elements and standards necessary for providing 9-1-1 service across Maine.


Job Description:

This is professional services work involving management of the statewide 9-1-1 system databases, supporting office functions, and external communications of the Emergency Services Communication Bureau (ESCB). Responsibilities include analyzing activities and work problems, summarizing findings, preparing reports, and recommending changes in policies, procedures, or practices related to the administration of 9-1-1 databases and communications. Work includes extensive direct, personal contact with municipal officials, emergency service providers, telecommunications providers, contractors, and the public on a variety of technical and related issues. Work is performed under limited supervision under the direction of the Deputy Director.

Your role as the Systems Coordinator will allow you to become an integral member of an experienced purpose-drive team that dedicates their time to ensuring every 9-1-1 call is routed correctly, answered professionally, correctly dispatched, and ultimately that people across Maine receive the appropriate help in an emergency. On a daily basis, you will be connecting the resources, the organizations, and the people that make this happen. Even if new to the 9-1-1 community, this position provides an opportunity to learn about our state's emergency response system and could be a step toward additional opportunities.

Typical Duties include:

Researches and resolves 9-1-1 location discrepancy reports. Assists Database Manager with reports and analysis of system operations.

Conducts management review of Bureau rules compliance by telephone companies through research and develops statistical document ation and reports.

Develops and updates manuals in order to outline responsibilities of municipalities and telephone companies' participation in the 9-1-1 system.

Prepares and tracks official correspondence from ESCB. Makes content changes to organization website.

Coordinates public education material and equipment for supplying Public Safety Answering Points (PSAPs).

Serves as the Recorder for 9-1-1 Advisory Council.

Serves as Preservation of State Government Records representative for ESCB.

Minimum Requirements: (Entry level knowledge, skills, and/or abilities may be acquired through, BUT ARE NOT LIMITED TO the following coursework/training and/or experience).

• Six (6) years of education, training, and/or experience analyzing, evaluating, and/or developing improvements to organizational and/or managerial systems, programs, and practices.

Light Work: Lifting up to 25 pounds maximum, with frequent lifting of objects around 10 pounds.

Addtional Preferred Exeprience/Skills:

• Website design and programming through InforME or other programs

• Familiarity with Maine Public Utilties Commission Case Managerment System (CMS)

• Work experience in 9-1-1 and/or public safety

Salary and Benefits: Range 21 ($44,803.20 - $62,691.0)
