Fayette County School Corporation | 2026–2027 Position Description

The Director of Facilities and Maintenance leads the planning, operation, maintenance, cleanliness, safety, security support, and improvement of corporation buildings and grounds. The director establishes preventive and predictive maintenance systems, supervises facilities personnel and contractors, manages capital and repair projects, and ensures that learning and work environments are safe, accessible, functional, healthy, energy-conscious, and ready for instruction and community use.

The position provides long-range stewardship of public assets while responding effectively to daily service needs and emergencies.

Essential Responsibilities

Facilities Operations and Maintenance

  • Direct districtwide maintenance, repair, custodial coordination, grounds, utilities, mail and supply distribution, and assigned warehouse or inventory functions.
  • Establish and manage preventive and predictive maintenance programs for HVAC, electrical, plumbing, roofing, building envelope, life-safety, kitchen, athletic, grounds, and other facility systems using a computerized maintenance management system when available.
  • Prioritize, assign, track, and close work orders based on safety, instructional impact, legal requirements, asset condition, urgency, and available resources. Communicate service status and expected completion dates to affected schools and departments.
  • Monitor building automation and energy-management systems; investigate alarms, trends, comfort complaints, and abnormal consumption; coordinate corrective action without compromising indoor environmental quality.
  • Maintain accurate asset inventories, equipment histories, warranties, keys and access devices, parts and supply controls, drawings, manuals, and inspection records.
  • Conduct regular facility and grounds inspections and maintain a documented process for identifying, prioritizing, correcting, and verifying deficiencies.

Safety Environmental Health and Regulatory Compliance

  • Maintain facilities in accordance with applicable Indiana building, fire, electrical, mechanical, plumbing, accessibility, health, and safety requirements; coordinate inspections, testing, documentation, deficiency correction, and required reporting.
  • Coordinate building-specific fire and emergency plans, egress readiness, life-safety system testing, extinguisher inspections, emergency lighting tests, fire watches when required, and records available to code officials.
  • Administer or coordinate programs for asbestos under AHERA, lead and other regulated materials, hazardous communication, chemical storage, bloodborne pathogens, lockout/tagout, confined spaces, fall protection, personal protective equipment, and other applicable IOSHA or EPA requirements.
  • Support compliance with Indiana indoor air quality requirements for schools, including investigation, documentation, ventilation, moisture control, mold prevention, complaint response, and coordination with health officials as appropriate.
  • Implement integrated pest management practices; ensure pesticide applications, notifications, licensing or contractor qualifications, records, and student-safety precautions comply with applicable requirements. FCSC Director of Facilities and Maintenance | 2026–2027 | Page 1
  • Coordinate drinking water, wastewater, stormwater, fuel storage, refrigerant, waste, recycling, and other environmental responsibilities assigned to the department.
  • Partner with school safety personnel and administrators on secure facilities, access control, emergency preparedness, severe weather response, reunification support, and continuity of operations.

Capital Planning Construction and Procurement

  • Maintain a multiyear facilities condition assessment and capital improvement plan that identifies asset condition, code and accessibility needs, educational priorities, lifecycle costs, energy opportunities, and funding options.
  • Define project scope, budget, schedule, phasing, procurement strategy, and performance requirements in coordination with the Chief Operating Officer, superintendent, administrators, design professionals, and the Board.
  • Coordinate renovations, additions, maintenance projects, and construction from planning through closeout, including design review, required releases and permits, bidding, contractor selection, site safety, schedule and budget control, change management, inspections, commissioning, training, warranties, and record documents.
  • Follow Indiana public purchasing and public works requirements, Board policy, funding restrictions, and State Board of Accounts documentation standards. Verify contractor insurance, bonds, qualifications, background or access requirements, and performance before authorizing work or payment.
  • Plan construction and maintenance activities to protect students and staff, preserve required exits and life-safety systems, control dust and contaminants, separate work zones, and minimize disruption to instruction and school operations.

Personnel Contractor and Service Leadership

  • Recruit, onboard, schedule, supervise, train, coach, and evaluate maintenance and assigned facilities personnel; recommend employment actions consistent with law, policy, and applicable agreements.
  • Establish safe work practices, role expectations, service standards, response protocols, and documented training for employees who operate equipment, use chemicals, enter restricted areas, or perform regulated work.
  • Coordinate custodial standards and supply programs with principals, directors, and head custodians; use inspections, feedback, and service data to promote consistent cleanliness and readiness.
  • Evaluate when contracted services are appropriate; develop scopes of work, monitor contractor safety and performance, validate deliverables, and maintain accountability for cost, schedule, quality, and warranty obligations.
  • Maintain sufficient on-call and emergency-response coverage for system failures, weather events, utility disruptions, building damage, and other urgent conditions.

Fiscal Stewardship Data and Communication

  • Develop and administer operating and capital budgets in coordination with the Chief Operating Officer; monitor labor, overtime, utilities, supplies, contracts, equipment, projects, and lifecycle costs.
  • Review and approve requisitions, purchases, invoices, pay applications, and project documentation within delegated authority; maintain complete, accurate, and audit-ready records.
  • Track service levels and facility performance using work-order completion, preventive-maintenance compliance, inspection findings, utility use, project delivery, safety incidents, inventory, and customer feedback.
  • Communicate promptly and professionally with administrators, staff, families, contractors, regulators, emergency responders, community partners, and the public. Provide clear reports and recommendations to corporation leadership and the Board as requested.
  • Protect confidential security, personnel, student, vendor, building-system, and access-control information; apply appropriate cybersecurity and access safeguards to connected building systems and digital records.
Required Qualifications
  • High school diploma or recognized equivalent.
  • At least seven years of progressively responsible experience in facilities, maintenance, construction, skilled trades, property management, or a closely related field, including at least three years in a supervisory, project-lead, or management role.
  • Demonstrated knowledge of building systems, preventive maintenance, workplace safety, project coordination, budgeting, procurement, contractor oversight, and records management.
  • Valid driver's license and driving record that meet corporation and insurer standards.
  • Ability to complete required background checks, safety training, and employer-designated compliance responsibilities.
Preferred Qualifications
  • Associate or bachelor's degree in facilities management, engineering technology, construction management, business, public administration, or a related field.
  • Relevant credential such as Certified Educational Facilities Professional, CDL, Certified Facility Manager, Facilities Management Professional, Indiana trade license, OSHA training, EPA Section 608 certification, or comparable facilities or safety certification.
  • Experience managing K–12 facilities, public works procurement, building automation, capital projects, energy programs, custodial operations, emergency response, and environmental compliance.
  • Experience with computerized maintenance management, asset management, project management, energy analytics, and access-control systems.
Knowledge Skills and Abilities
  • Interpret and apply codes, rules, plans, specifications, contracts, warranties, policies, safety data sheets, and technical manuals.
  • Diagnose operational problems, evaluate risk, establish priorities, and make sound decisions during emergencies and service interruptions.
  • Plan work across occupied school environments while protecting students, staff, property, instructional time, and required accessibility.
  • Analyze budgets, bids, utility and maintenance data, schedules, project status, and asset condition using spreadsheets, databases, dashboards, and facilities systems.
  • Lead employees and contractors with clear expectations, documented accountability, respectful communication, and consistent follow-through.
  • Communicate technical information clearly to nontechnical audiences in writing, presentations, meetings, and emergency notifications.
Physical Demands and Work Environment

The employee regularly communicates, uses computers and mobile devices, travels among corporation sites, and works in offices, schools, mechanical spaces, shops, roofs or elevated areas, grounds, and active construction or maintenance areas.
