Affordable Housing Assistant Community Manager

Assistant Community Manager The Assistant Community Manager is responsible for overseeing, under the supervision of the Community Manager, the everyday operations and financial functions of the housing community. They play a vital role in delinquency and collection of rent, optimizing the property's cash flow and financial position. They manage all phases of operations including personnel, leasing, maintenance, finance, administration & risk management in the absence of the Community Manager and supervise all aspects of the property and staff to ensure compliance with company policies, safety, fair housing, and liability concerns. Responsibilities As a leading affordable housing management company, we prefer the following experience in addition to the essential duties below for our affordable assets: Minimum of 1 year experience with affordable housing programs, including LIHTC, HUD (Project Based Section 8, Section 236, PRAC, 811 PRA, USDA Rural Development, HCD, HOME Funds and Bonds) Affordable Housing Accreditation (HCCP, HCP‑E, COS, BOS, TCS, CPO) or other applicable designations preferred but not required. Essential Duties & Responsibilities Financial Management Responsible for posting all payments and income from applicants, current residents, and non‑current residents accurately, timely, and efficiently. Process and reconcile daily account receivables. Monitor and follow up on bad debt, including preparation of late notices, resident and guarantor contact, and filing evictions. Help the property meet budgeted revenues, expenses, and Net Operating Income. Post all charges to resident and non‑current resident accounts, including bill back of utilities where applicable. Perform all end‑of‑the‑month closing procedures and reporting. Maintain accurate and organized records; audit resident files to ensure accuracy. Walk units and post all move‑out charges, statements, and security deposit refunds. Personnel Management Regular/daily onsite attendance required. Use consistent techniques & company directives to screen, hire, train, coach, and develop onsite staff. Ensure staff effectiveness through ongoing training, coaching, counseling, and guidance in compliance with Asset training benchmarks. Promote harmony and quality job performance of staff through support and effective leadership. Ensure staff compliance and consistency with company policies and procedures. Strategic leasing management: ensure effective leasing techniques, closure, follow‑up, signing/documentation of leases, and accurate reporting. Implement marketing strategies and systems from the annual marketing plan. Deal with resident complaints, concerns, and requests to ensure resident satisfaction. Develop and implement resident retention programs (resident functions, special promotions, monthly newsletter). Effectively show, lease, and move in prospective residents. Administrative Management Manage excellent customer service and monitor service request turnaround and responsiveness of maintenance staff. Maintain property appearance and ensure repairs are completed timely (requires regular inspections). Assist with supervision of all business functions related to operations. Plan for and utilize property resources, equipment, and supplies efficiently (obtaining bids/pricing from vendors, contractors, etc.). Education & Experience High School Diploma or equivalent; Bachelor’s degree preferred or 2 years experience in the housing industry; or 1–2 years related experience and/or training; or equivalent combination of education and experience. Ability to understand and perform all onsite software functions; basic computer skills required. Basic knowledge of Fair Housing Laws and OSHA requirements. Physical Requirements Regular standing or sitting for prolonged periods; repeated wrist, hand, finger motions; assess accuracy, neatness, and thoroughness of work. Frequent movement to accomplish tasks or move between work sites. Occasional ladder, stairs, scaffolding, ramp, step‑stool use; movement in tight or confined spaces; overhead positions; reach; adjust or move objects up to 25 lbs; lift and place objects up to 25 lbs; operate machinery or power tools; operate motor vehicles or golf carts; identify and inspect objects; work overtime, weekends, nights; work in small or enclosed spaces; traverse flat and non‑flat terrain; work outdoors in precipitation and wind; exposure to hazardous chemicals.
