COMPANY Bayaud Works is a subsidiary of AC Disaster Consulting. Our Temporary Staffing Service partners with Federal, State, City, County, and private employers to provide high-quality staffing and operational support. POSITION SUMMARY The Site Director provides senior on-site leadership for the Tamarac Family Non-Congregate Shelter located at 7525 East Hampden Avenue. This position is responsible for full shelter operations and programming in alignment with HOST Program Standards, Bayaud Works policies, and contract requirements. The role oversees safe, hygienic, accessible, equitable, inclusive, hospitable, low-barrier, Housing First operations; housing-focused case management; HMIS, OneHome, Capacity Tracker, and HOST reporting; facilities coordination; food service coordination; security and safety planning; community relations; staffing; fiscal stewardship; and contract monitoring readiness. - Lead full operations and programming for the Tamarac Family Non-Congregate Shelter in accordance with HOST Program Standards, the Tamarac contract scope of work, Bayaud Works policies, and applicable law.
- Lead, develop and supervise shelter staff ensuring performance metrics are met.
- Ensure health and safety standards and procedures are managed and followed.
- Ensure services are accessible to guests with disabilities and Limited English Proficiency, including coordination of ADA accommodations, language access, nondiscrimination expectations, and inclusive service practices.
- Supports and Leads Program, Project Management and Facilities Manager.
- Oversee timely and accurate use of HMIS, OneHome, Capacity Tracker, HOST Programs Community, SharePoint, Excel, Rippling, and other required systems to support documentation, data quality, contract reporting, payroll review, scheduling, and performance-based invoicing.
- Monitor contract performance metrics, including sheltered nights, Rapid Resolution at intake, housing-focused case management, community queue activity, occupancy, data quality, incident trends, staffing patterns, and service gaps; implement corrective actions when needed.
- Prepare, review, or coordinate monthly invoices, quarterly narrative reports, HMIS/data quality reports, Capacity Tracker submissions, monitoring responses, corrective action plans, security plans, grievance procedures, and other documentation requested by Bayaud Works leadership, HOST, or authorized partners.
- Serve as the primary site liaison with HOST representatives, City departments, neighborhood organizations, schools, community partners, vendors, subcontractors, and service providers; support required community relations activities, including neighborhood meetings and perimeter/site cleanliness expectations.
- Lead emergency response, critical incident management, security coordination, evacuation readiness, conflict de-escalation, safety drills, mandated reporting, 911 notifications, and continuity-of-operations needs.
- Protect confidential information, PII, HMIS data, personnel information, paper files, electronic records, and work-issued equipment in accordance with contract, agency, privacy, data protection, and record-retention requirements.
- Maintain leadership visibility across shelter shifts and departments and support special projects, new-site planning, cross-site operations, or other duties assigned by Bayaud Works leadership.
- Minimum Qualifications: Three or more years of progressively responsible leadership experience in homeless services, family shelter, non-congregate shelter, supportive housing, human services, emergency operations, or a related field, including staff supervision, contract compliance, service delivery, data/reporting oversight, crisis response, and coordination with public or community partners.
- Preferred Qualifications: Two years of experience with HOST-funded programs, HMIS/Clarity, OneHome, Capacity Tracker, performance-based contracts, audits or monitoring, facility operations, shelter safety planning, community relations, and multi-department team leadership.
- Bachelor's degree in Social Work, Human Services, Public Administration, Business Administration, Nonprofit Management, Healthcare Administration, or a related field preferred. Relevant leadership experience may be considered in place of a degree.
- Bilingual Spanish/English preferred.
- Knowledge of family homelessness, low-barrier shelter operations, Housing First, trauma-informed care, Rapid Resolution, coordinated entry, HMIS/Clarity, OneHome, housing-focused case management, shelter safety, and contract-based service delivery.
- Ability to lead managers and supervisors, interpret contract requirements, maintain consistent expectations across departments and shifts, resolve operational issues, and implement corrective actions.
- Ability to analyze budgets, payroll, staffing coverage, HMIS data, Capacity Tracker data, performance metrics, resident outcomes, documentation quality, and operational risks.
- A valid driver's license is required.
- Must be able to complete a Background/MVR check and be insured by Bayaud Works' motor vehicle insurance carrier.
- Must complete required shelter, HOST Program Standards, sensitivity, safety, de-escalation, data/privacy, HMIS, and other partner or contract-required training within required timeframes.
- Local travel may be required for community meetings, HOST or City meetings, partner coordination, inspections, trainings, Bayaud Works offices, and other program-related needs.
- Sit, stand, and walk for extended periods.
- Communicate effectively with residents, staff, community partners, vendors, and emergency responders.
- Move throughout shelter facilities and community locations, including use of stairs.

- This position primarily works on-site in a family shelter environment and may also work in Bayaud Works offices or other community-based locations.
- The role operates in a dynamic 24/7 service environment that may involve emergencies, conflict, noise, competing priorities, and changes in staffing or operational needs.
