Job Summary:

This position serves as a Strategic Operations Advisor to Systems Improvement (SI) leadership, work leads, and cross-departmental partners. The role serves as a vital integration hub supporting data-informed strategic operational planning, contract lifecycle and budget management, across national and jurisdictional initiatives. The role also ensures operational activities are consistent with the standards of practice, policy, and administration established by the SI leadership, Casey leadership and its Operations team. Aligning tactical execution with high-level strategic goals and outcomes, this position partners directly with internal and external stakeholders to optimize Casey resources that support our mission.

Essential Responsibilities:

• Strategic Operational Planning Facilitation and Guidance : Serve as a trusted strategic thought partner to leadership during annual operational planning, facilitating the use of a data-informed Theory of Change approach to support the development of performance measures and detailed work plans in alignment with Systems Improvements Strategic Priorities and outcomes. Provides information related to promising practices of other work units or partners, as needed.
• Fiscal Oversight & Budget Monitoring: Monitor and manage assigned Program and General and Administrative budgets in close partnership with Managing Directors and Work Leads. Maintain customized coding guides to ensure accurate financial tracking, complete monthly spending analyses, monitor vendor invoice flows, and track uncontracted funds to maximize resources. Monitors spending, expenditures, and payments.
• Contract Life-Cycle Support: Drive end-to-end contracting pipeline for SI agreements while managing tracking mechanisms to maintain responsiveness across high-volume requests. Partner cross-functionally with Legal, Finance, HR, and Research services to ensure agreements meet CFP’s agreement guidelines and compliance – including supporting organizational policies, independent contractor classifications, data-sharing protocols, human subjects reviews, and criminal background check requirements.
• System Maintenance for Strategic Decision Support: Synthesize, analyze, and translate data across multiple platforms to drive Continuous Quality Improvement (CQI) and inform strategic decision-making. Oversee and maintain integrity of internal systems to ensure leadership and work leads have accurate, timely, actionable reporting.
• Other duties as assigned.

Qualifications:

• Bachelor’s Degree along with a minimum of five years of relevant project management experience required. Eight years of experience in project management may be substituted for the bachelor’s degree.
• Ability to use informal influence and non-positional leadership to build trust and establish professional, positive relationships with all levels of the organization, especially in SI MD leadership and Senior Director consulting team, Legal Services, and Finance Services. This position requires an open and supportive communication style.
• Qualifications in project management, oversight of initiatives, and administration of programs required. Successful track record of leading multiple projects at a time while engaging as a thought partner to advise on theory of change, scoping work, and appropriate performance measures to improve outcomes.
• Self-motivated, independent learner with an ability to delve into new subject matter and come up to speed in a relatively brief period; comfortable working in support role to subject matter experts.
• Strong leadership skills, initiative, persistence, tact, pragmatism, and flexibility. Consistent strategic and tactical focus.
• Openness to hear and appreciate multiple diverse viewpoints and often to negotiate across internal partners. Ability to contribute effectively with and across teams.

• Proven ability to be highly organized and detail-orientated to oversee operations internal and external to the organization. Individual must be a clear and concise communicator when it comes to setting and maintaining deadlines and assuring quality. Creative, analytical, self-starter capable of operating with only high-level direction, highly collaborative, strong writing and presentation skills. Basic familiarity with child welfare systems is preferred.
• Ability to perform effectively in high pressure and stressful work environment. Ability to manage stress and self-care.
• Ability to work onsite full-time to meet the collaborative responsibilities that are essential for position. Regular and reliable attendance is required.
• Physical requirements include the ability to lift and reach for light objects; ability to type and work at a computer for extended periods of time as a primary job function.
• Ability to protect the confidentiality of sensitive information by learning and following all relevant policies and protocols and using sound judgment in the handling and sharing of that information.
• Local travel as well as occasional out of town travel may be required. Driving on Casey business may require use of personal vehicle; adherence to vehicle safety guidelines and qualification for insurance is require.

The typical hiring range for this position in Seattle, WA is $102,340 to $120,400. The full salary range for the role is $102,340 to $138,460. Actual placement in the range will depend on a candidate’s job-related skills, experience, and expertise, as evaluated during the interview process.

Casey Family Programs offers comprehensive benefits including medical, dental and vision coverage, accrual of 12 days of annual leave, 12 days of sick leave,10 paid holidays per year, and each employee receives one personal holiday to use each calendar year. Employees that meet certain tenure qualifiers are eligible for up to eight weeks of parental leave for the birth or placement of a child for adoption or foster care. After the completion of 10 years of continuous, full-time regular employment, employees in good standing are permitted for a three-month sabbatical with pay.
