Maintenance Operations Lead

Under the direction of a Public Works Maintenance Operations Supervisor, the employee occupying this position is the lead worker assigned to a team of Public Works Department (PWD) maintenance crews. Work involves evaluating all in-progress maintenance activities and conducting assessments upon completion to ensure compliance with quality, quantity, environmental standards, and best management practices. Maintenance Operations Leads are cross trained to substitute for one another as needed. DISTINGUISHING CHARACTERISTICS: The Maintenance Operations Lead is distinguished from the Maintenance Operations Worker Classification by providing field supervision, the requirement for coordinating and monitoring the work of the lower-level classifications and coordination of daily schedule with Public Works Maintenance Operations Supervisor. Including greater level of responsibility with extensive technical knowledge of PWD work procedures and programs.

Representative Duties:

1. Functions as the lead worker for a crew of Maintenance Workers. Performs daily work activities and duties that may vary according to job assignment. Performs Maintenance Operations Worker duties as needed to meet workload demand.
2. Works closely with a Public Works Maintenance Operations Supervisor in the development of work programs, including identifying projects and creating daily schedules.
3. Per daily schedule, assigns and closes service requests, inspections and work orders to Maintenance Workers within the City's public asset maintenance and management system.
4. Reviews daily field activities to ensure quality and quantity of work, and reviews compliance efforts concerning policies, regulations, procedures, environmental standards, and best management practices.
5. Responsible for coordinating all work in the field and resolving conflicts. Uses independent judgment. Keeps supervisor informed of progress, including potentially controversial matters or significant issues.
6. Orders and stages materials and equipment; reports challenges to supervisor in a timely manner to ensure program success.
7. Trains work crew in maintenance procedures, techniques, and safety standards; instructs crew in proper use and maintenance of equipment and tools; works with supervisor to address performance deficiencies.
8. Performs administrative activities including activity reports; review daily timesheet for completeness, equipment tracking, maintains inventory of materials, equipment, and tools.
9. Lead person for interviews and makes recommendations for hire of seasonal positions and assists with interviews of Maintenance Worker positions. Assists in the development of performance evaluation for Maintenance Workers.
10. Responds to submitted complaints and concerns. Provides good customer service, and responses to residents and business community in a timely fashion.
11. Responds to after hour emergencies; responds as essential personnel and leads crew during severe weather operations.
12. Provides support to the Department and other City departments on matters as directed; attends and participates in professional group meetings; maintains awareness of new trends and developments in their field of assignment; may serve as staff on a variety of committees.
13. Maintains reasonable, predictable, and regular attendance during standard work week; maintains absolute confidentiality of work-related issues, client records and City information; performs related duties as required or assigned.

KNOWLEDGE OF:

• Public Infrastructure asset management principles.
• Fleet operations and maintenance needs
• Methods, materials, and equipment used in infrastructure construction and maintenance repair.
• Department policies, objectives, and goals.
• Materials, equipment, and methods used in traffic control signing and marking operations; Manual on Uniform Traffic Control Devices (MUTCD).
• Traffic laws and regulations involved in truck and equipment operations.
• National Pollution Discharge Elimination System (NPDES) spill response and illicit discharge standards and regulations; proper Best Management Practices (BMP) during possible contamination scenarios.
• Irrigation systems, turf management and Pesticide applications.
• Proper use and storage of chemicals, including OSHA Safety Data Sheets (SDS) for hazardous chemicals used in the workplace.
• Correct usage of English grammar, spelling, punctuation, and vocabulary.
• Modern office practices, procedures and equipment including personal computers, utilizing relevant software affecting assigned work.
• City geography, traffic patterns, streets, landmarks, and facility locations.

• Monitor maintenance activities to assure efficient, safe and effective working condition of Public Works maintenance crew(s).

Required Education and Experience:

• High School diploma or GED.
• Four (4) years of increasingly responsible public works maintenance, repair and construction experience.

OR

• A combination of experience and training that provides the candidate with the knowledge and skills to perform the job.
