Senior Operations Manager – GMP & Workplace Services JLL seeks a senior‑level leader who will hold ultimate accountability for the strategic direction, operational governance, and regulatory compliance of all GMP and Non‑GMP facilities and workplace services in Oceanside, CA. What this job involves The role provides executive‑level leadership for contamination control and sanitization of controlled areas, ensuring absolute adherence to internal protocols and cGMP standards. It also owns a comprehensive workplace services portfolio, including janitorial, pest control, landscaping, event management and mail operations, driving service excellence through a tiered leadership team. What your day‑to‑day will look like Serve as the program owner for the GMP contamination control and cleaning program, ensuring continuous alignment with FDA CGMP regulations (21 CFR Part 21) and evolving global regulatory expectations. Champion the regulatory and quality assurance framework for the department, overseeing efficiency improvements leading to SOP revisions, change controls, deviations, investigations and CAPAs. Establish and govern the site’s audit readiness strategy, acting as the primary host and SME representative during FDA, EMA and client inspections. Account for the overall integrity and compliance of room and equipment sanitization records, ensuring adherence to Good Documentation Practices and data integrity principles. Govern Non‑GMP janitorial services and drive long‑term asset management and aesthetic standards through strategic landscaping programs. Provide executive oversight, risk management and strategic direction for pest control and mail services operations, ensuring vendor compliance and business continuity. Set the strategy for campus event execution, ensuring high‑quality, seamless cross‑functional internal and external events. Support the site safety leadership team, championing EHS compliance, driving a zero‑injury culture and ensuring PPE requirements are met. Cultivate strategic, high‑trust partnerships with client leadership and site SMEs, acting as the primary escalation point and strategic interface. Own and continuously optimize SLAs and KPIs, driving vendor accountability and internal team performance through data‑driven reviews. Direct and manage the operational budgets for the department, driving fiscal efficiency and vendor contract negotiations. Maintain ultimate accountability for 24/7 emergency response and operational continuity for critical after‑hours events. Required Qualifications Bachelor’s degree in Engineering, Science, Business or related technical field; or an associate degree with equivalent extensive leadership experience in a highly regulated cGMP environment. 8–10+ years of progressive experience within a GMP manufacturing or cleaning environment, with at least 5 years in a tiered people‑management role. Expert understanding of GMP cleaning programs and hands‑on training. Strategic familiarity with Computerized Maintenance Management Systems and enterprise data tools. Proven track record in strategic supplier contract management, multi‑million‑dollar budget oversight, talent development and organizational design. Exceptional executive communication, presentation and negotiation skills; bilingual capabilities are an asset. Preferred Qualifications Expertise in GMP‑regulated environments such as pharmaceutical facilities, life sciences, medical device, hospital or similar controlled manufacturing settings. Experience with SAP CMMS. Background in contract management and vendor performance optimization within facilities services environments. Physical Requirements & Working Environment Access to cleanrooms as required, necessitating full gowning (head covering, facemask, gloves, plant shoes, safety glasses). Strict adherence to GMP area standards (no makeup, nail polish or jewelry in process areas).
