Expert IT Specialist – Data Warehouse, ETL & DataStage

Location: Albany, NY
Job Type: Long-term contract
Work Arrangement: Hybrid
Estimated Compensation: $58.00–$64.00 per hour

Position Overview

A long-term hybrid opportunity is available for an Expert IT Specialist to support critical New York State Department of Labor operational functions.

The selected specialist will help develop, optimize, and maintain data-warehouse processes; respond to critical technical requests; support fraud-detection and improper-payment analytics; and assist with the transition of legacy processes to a modernized New York State Unemployment Insurance System.

Key Responsibilities

• Ensure application documentation is complete, organized, accessible, and compliant with office standards.
• Write, test, debug, and maintain new and existing application code.
• Develop and test procedures, parameters, technical specifications, and program logic.
• Develop or assist with unit, component, system, and program test plans.
• Implement program changes and provide user support as required.
• Design, develop, support, and mine data warehouses related to fraud detection and improper-payment algorithms.
• Develop, test, and implement ETL routines and data-mining logic.
• Implement ETL technical specifications across development, test, staging, and production environments.
• Optimize ETL load jobs to improve performance, reliability, and automation.
• Investigate and resolve data-loading, data-quality, and data-integrity issues.
• Develop solutions to improve system performance, stability, and availability.
• Develop and maintain logical and physical dimensional data models for data warehouses and data marts.
• Create clear technical documentation for processes, data models, code, testing, and quality-assurance activities.
• Support legacy-process transition to the modernized unemployment-insurance platform.
• Provide mentoring, technical guidance, and support to other developers and project team members.
• Complete required meetings, NYS LATS timecards, monthly timesheets, and related administrative duties.

Required Qualifications

• At least 84 months of extensive IT experience.
• Ability to provide technical guidance to large teams.
• Demonstrated expertise in data warehousing, ETL development, Oracle databases, data modeling, programming, and production support.
• Strong analytical, troubleshooting, documentation, and communication skills.

Preferred Qualifications

• At least 72 months of ETL development experience in an Oracle environment using IBM DataStage.
• At least 84 months of ETL design and data-warehouse development using SQL and PL/SQL.
• At least 84 months of SQL tuning within an Oracle environment.
• At least 84 months of UNIX shell-scripting experience.
• At least 60 months of programming and unit-testing experience.
• At least 60 months of program-code documentation, mentoring, and developer-support experience.
• At least 60 months working with PPI and SSA data-security requirements for production-system diagnosis, debugging, and code modification.
• At least 84 months developing dimensional data models for Cognos data analytics.
• At least 84 months developing data-analysis and metrics queries for operational oversight.
• At least 84 months of DataStage administration in AIX environments, including:
• • Business and technical rules.
  • ETL code-migration automation.
  • Stop/start service standards.
  • Log monitoring.
  • Security and role assignment.
  • Project permissions.
  • Project creation and deletion.
  • Environmental-parameter configuration.
  • Platform troubleshooting and root-cause analysis.
  • Production and lower-environment configuration and tuning.
  • Capacity planning.
