MANAGEMENT & PROGRAM ANALYST

Summary You will serve as a MANAGEMENT & PROGRAM ANALYST in the RESOURCES MANAGEMENT BRANCH (CODE 1102.2) of PORTSMOUTH NAVAL SHIPYARD. Duties You will prepare reports and statistics on appraisal system information and keep employees and managers informed of changes to the programs. You will utilize various data sources to create reports to identify and evaluate trends or areas of concern. You will prepare justification packages for new billets and/or high grade actions. You will identify data required for use in the management and direction of programs. You will analyze new or proposed regulations to determine impact on program operations and management. You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift. Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non‑ionizing radiation and chemicals). You will be required to participate in medical surveillance programs. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Qualifications To qualify for the GS‑09 Experience performing economic evaluations of current or project programs. Experience with program management policies, principles and practices to analyze and develop recommendations for improvement in program operations and objectives. Experience analyzing and measuring effectiveness, efficiency and productivity of administrative and technical programs. Experience applying written and oral communications skills to assist with preparing and presenting information and developing and providing program training. Experience using computer software to develop statistical data and reports. To Qualify For The GS‑07 Experience assisting with program management policies, principles and practices in order to analyze and develop recommendations for improvement in program operations and objectives. Experience using computer software to develop statistical data and reports. Experience reviewing administrative documents such as organizational structures. Experience preparing, tracking, and reviewing requests for personnel actions and related personnel materials. Experience interpreting regulations, practices, and principles of personnel management. Education For the GS‑09 Successful completion of a master’s or equivalent graduate degree. OR successful completion of two full years of progressively higher level graduate education leading to a master’s degree. OR possession of an LLB or JD that is related to this position being filled. For the GS‑07 Successful completion of one full year of graduate level education. OR superior academic achievement. OR a combination of both education and experience.
