INVESTIGATOR V (OFFICE OF INSPECTOR GENERAL) - DOWNTOWN

Overview Permanent full‑time position with the Department of Law Enforcement. The Investigator V level plans, organizes, directs, and coordinates investigations into civil, administrative, and criminal matters within the department’s jurisdiction. This role involves statewide police powers, use of firearms, and execution of complex investigations related to fraud, abuse, and misconduct. Responsibilities Plan, organize, direct, and coordinate investigative activities for civil, administrative, or criminal matters. Conduct highly complex investigations into individuals or organizations connected to the Department. Collect, assemble, and develop facts and data; analyze evidence to reach sound conclusions. Prepare written and oral reports and present investigative findings clearly and concisely. Obtain cooperation and confidence from stakeholders while maintaining tact and discretion. Perform other related duties as assigned. Qualifications Legal Authorization to Work Citizen, national, or permanent resident alien of the United States, or eligible under federal law for unrestricted employment. Education / Experience Minimum of a Bachelor’s degree from an accredited four‑year college or university. Minimum 3½ years progressively responsible professional investigative experience. Specialized Experience A. Initiative, ingenuity, resourcefulness, and sound judgment in collecting and developing investigative facts. B. Logical and objective analytical skills to evaluate evidence and reach conclusions. C. Ability to produce clear, concise written and oral investigative reports. D. Tact, discretion, and capacity to gain cooperation and confidence of others. Quality of Experience At least 1 year of experience comparable to the Investigator IV class in scope, complexity, and responsibility. Selective Certification Requirement (Criminal and/or Administrative Investigations) Knowledge of interviewing and interrogation techniques. Proper investigative report writing techniques, rules of legal evidence, search and seizure laws, laws of arrest. Proficiency with surveillance equipment and proper use of force, including deadly force. Understanding of the Hawaii Penal Code and ability to review data and write reports. Proper use of firearms in duty performance. Additional Requirements Current or former certification by a law‑enforcement firearms instructor to carry a department handgun. At least 2 years of professional experience involving criminal and/or administrative investigations with demonstrated abilities listed above. Supervisory aptitude recognized through evidence of supervisory abilities or potential. Valid driver’s license. Successfully pass a pre‑employment drug test (cost paid by applicant). Not convicted of domestic violence.
