Engineering Project Manager – Wastewater Conveyance Systems

Job Description

This role focuses on managing wastewater conveyance system assessment and rehabilitation projects within a large, consent decree–driven sewer program in metro Atlanta. The Engineering Project Manager will oversee CCTV and rehabilitation contractors, interpret PACP data, and lead day-to-day on-site activities to support a major conveyance system management and planning effort. The position blends technical wastewater expertise, data-driven decision-making, and hands-on project management to deliver sanitary sewer condition assessments and rehabilitation contracts that directly impact public health, regulatory compliance, and long-term infrastructure reliability.

Responsibilities

  • Lead and manage sanitary sewer condition assessment and rehabilitation contracts, including determining when cleaning, repair, or replacement is required as part of an ongoing sewer assessment and rehabilitation program.
  • Manage contractors performing various sewer assessment technologies, including CCTV inspections and other SSES activities, while tracking schedules, budgets, performance, utilization, and submittals.
  • Conduct regular status meetings with contractors and project stakeholders to monitor progress, address issues, and maintain alignment with project objectives.
  • Provide practical input and recommendations to resolve contractor challenges in the field related to system access, wastewater assessment practices, sewer cleaning issues, and other operational constraints.
  • Develop assessment assignments for new areas, including creation of GIS shapefiles, mobile maps, and asset lists to support data-driven field work.
  • Review contract deliverables, including CCTV data and reports, and perform quality assurance on contractor submittals to ensure completeness, accuracy, and compliance with standards.
  • Prepare and review field change directives and respond to requests for information (RFIs) in a timely and thorough manner.
  • Manage assessment contracts on a daily basis, reviewing assessment submittals and developing preliminary rehabilitation recommendations such as cleaning, lining, or replacement.
  • Coordinate closely with inspectors, community outreach teams, engineering staff, and contractors to ensure smooth field operations and clear communication across all parties.
  • Communicate effectively with clients and stakeholders, facilitating collaborative problem-solving and helping them make informed decisions based on project data and findings.
  • Discuss project results, condition assessment outcomes, and rehabilitation recommendations with clients to support prioritization and capital planning.
  • Write, review, and provide clear, concise input to investigation reports, regulatory reports, and solution-oriented technical documents.
  • Manage project deliverables to meet scope, schedule, and budget commitments, proactively identifying risks and implementing mitigation strategies.
  • Support project coordination and owner support by working alongside program managers and utility stakeholders to track progress across sewer assessment packages, rehabilitation projects, and pump station work.
  • Track and manage RFIs, submittals, and action items, ensuring that field contractors, engineering teams, and owners remain aligned and informed.
  • Review CCTV findings and condition assessment reports, and evaluate rehabilitation recommendations such as lining versus replacement for various sewer segments.
  • Review pump station and conveyance design packages at a high level, providing engineering judgment on constructability and feasibility rather than detailed design.
  • Provide input on prioritization of repairs, focusing on high-risk sewer segments and critical infrastructure to reduce sanitary sewer overflows and improve system reliability.
  • Work with modeling and flow data at a high level, integrating results into decision-making without serving as a deep modeling specialist.
  • Engage directly with CCTV crews and rehabilitation contractors to understand field conditions and constraints, and help resolve issues as they arise.
  • Investigate real-world issues such as pipe collapse, inflow and infiltration (I&I), access constraints, bypass pumping requirements, and traffic control needs.
  • Conduct occasional site visits and field validations, representing the program in a client-facing capacity and ensuring that field work aligns with contract expectations and safety practices.
  • Support consent decree compliance by tracking inspection completion, rehabilitation progress versus schedule, and key performance indicators such as sanitary sewer overflows and priority areas.
  • Assist in preparing and maintaining KPI reporting related to system performance, regulatory commitments, and program milestones.
  • Help ensure that projects meet applicable regulatory and EPA requirements by integrating compliance considerations into planning, execution, and reporting.
  • Collaborate with teams using advanced tools and systems such as hydraulic models, GIS and asset management platforms, and digital delivery workflows, incorporating data from flow monitoring and sewer metering into project decisions.
  • Act as a bridge between the field, the prime consultant, and the client, using strong communication and coordination skills to keep complex, large-scale infrastructure programs running smoothly.
  • Apply engineering judgment and practical problem-solving skills on active sewer infrastructure projects, focusing more on coordination and decision-making than on traditional back-of-house design work.

Essential Skills

  • 5–10 years of technical experience in wastewater conveyance system assessment, inspection, design, construction, or related areas.
  • Minimum 5 years of technical experience in wastewater conveyance system assessment, design, construction, or similar work, with a focus on collection systems and sanitary sewer infrastructure.
  • Bachelor’s degree in civil engineering or another closely related applied discipline.
  • Hands-on experience with wastewater conveyance systems, including sewer systems, sewer pipes, sewer lines, collection systems, sanitary sewer systems, and sanitary systems.
  • Demonstrated experience managing CCTV inspection programs and rehabilitation contracts, including sewer inspection, cleaning, lining, and related field activities.
  • Proficiency in interpreting PACP data and understanding NASSCO-based condition assessment outputs for sewer systems.
  • Experience with sanitary sewer evaluation studies (SSES), condition assessments, inflow and infiltration (I&I) investigations, and rehabilitation planning.
  • Ability to perform read-type work in GIS, including opening applications, understanding data within reports, and communicating and advising based on GIS-driven insights.
  • Comfort working with data as a critical component of assessments, including reviewing and managing large datasets from CCTV, flow monitoring, and asset management systems.
  • Willingness and ability to visit the field periodically to meet with clients, inspectors, and contractors in a client-facing capacity.
  • Strong project management skills, including managing scope, schedule, and budget for multiple concurrent contracts and tasks.
  • Experience in client service management, including communicating project status, issues, and recommendations clearly and professionally.
  • Excellent verbal and written communication skills, including proficiency with Microsoft Office tools for reporting, documentation, and presentations.
  • Ability to provide engineering judgment on constructability, prioritization of repairs, and practical solutions for active infrastructure projects.
  • Comfort working in a fast-paced, complex program environment with significant regulatory and public health implications.

Additional Skills & Qualifications

  • Working knowledge of ArcGIS, including the ability to produce maps, shapefiles, asset lists, and other GIS-based deliverables.
  • Experience with InfoMaster or InfoAsset, or similar asset management and analysis tools for wastewater systems.
  • NASSCO certifications such as PACP, MACP, or related credentials (strongly preferred).
  • Professional Engineer license in civil engineering or a related discipline (preferred but not required).
  • Experience in the Southeast U.S. wastewater industry, particularly with collection systems and consent decree programs.
  • Experience in developing or implementing Capacity, Management, Operation, and Maintenance (CMOM) programs.
  • Experience delivering or supporting consent decree programs for wastewater utilities.
  • Exposure to or familiarity with hydraulic models such as InfoWorks or similar tools, even at a high-level user or reviewer capacity.
  • Experience working with GIS-based asset management systems, including integrating field data, inspection results, and rehabilitation records.
  • Exposure to data from flow monitoring and sewer metering, and the ability to incorporate these data sets into planning and decision-making.
  • Familiarity with virtual design and construction (VDC) and digital delivery workflows in infrastructure projects.
  • Demonstrated ability to thrive in large, complex infrastructure programs, using problem-solving and coordination skills more than traditional design tasks.
  • Interest in career growth through exposure to condition assessment, rehabilitation prioritization, capital planning, and field problem-solving on large public-sector programs.

Work Environment

This position is primarily on-site within a large, multi-floor office environment dedicated to a countywide consent decree wastewater program. The Engineering Project Manager will spend approximately four days per week on-site at a public agency’s Department of Watershed Management office in Decatur, Georgia, working closely with program managers, engineering teams, and utility stakeholders. The office environment is collaborative and fast-paced, with an entire floor focused on sanitary sewer assessment and rehabilitation efforts, capital improvement planning, and regulatory compliance. The role includes regular interaction with field contractors, inspectors, and client representatives, and involves occasional site visits to active sewer assessment and rehabilitation locations. Field visits may require appropriate safety attire and adherence to standard construction and utility safety practices. The work setting emphasizes the use of advanced tools and technologies, including GIS platforms, asset management systems, hydraulic models, flow monitoring data, and digital delivery workflows. The program offers sustained, long-term work associated with a multibillion-dollar capital improvement and consent decree effort, providing exposure to large, complex infrastructure projects and a mission-driven culture focused on reducing sanitary sewer overflows, improving system reliability, and protecting public health.

Pay and Benefits

The pay range for this position is $48.08 - $62.50/hr.
