Job Description



The eligible list from this recruitment will be used to fill positions in the Performance Management and Compliance team and the Commercial Asset Management team within the SFPUC CleanPowerSF and Power Resources Division. 

Performance Management and Compliance
Senior Utility Analyst

Under general direction within the Performance Management and Compliance Team of CleanPowerSF at the SFPUC, the Senior Utility Analyst serves as a senior-level compliance analyst performing advanced quantitative and qualitative analysis to interpret complex regulations, laws, policies, procedures, and contractual requirements; develops data-driven recommendations aligned with state regulations and CleanPowerSF objectives; and leads projects that apply advanced analytical methods and techniques to complex, multidisciplinary issues. 
Responsibilities include leading the full compliance reporting lifecycle, from collecting and analyzing data to preparing and submitting regulatory filings and responses to data requests; designing and conducting complex analyses, studies, and special projects; establishing robust data reconciliation and governance practices; and preparing executive-ready correspondence, documentation, and reports. Collaborates with internal and external partners to optimize CleanPowerSF operations.

The essential duties of this position include, but are not limited to:

  • Effectively interprets state electric‑energy regulatory compliance guidance and applies it accurately to CleanPowerSF programs, ensuring timely and complete responses to regulatory requirements.
  • Through data-driven analyses, identifies operational constraints and develops, evaluates, or recommends policies and procedures to improve operations, mitigate risks, increase revenues, and reduce costs.
  • Develops and documents internal processes to support data reporting.
  • Produces clear, concise and defensible written materials, including reports, work plans, correspondence, operating and financial plans, marketing plans, program descriptions, operating procedures, policy recommendations, meeting minutes, forecast documentation, and legal or regulatory analyses tailored to technical and non-technical audiences; translates complex quantitative results into actionable policy and operational guidance.
  • Develops, implements, and maintains databases; manages and reports data related to power operations, energy consumption, and other operational metrics in support of regulatory compliance obligations; and presents findings through written communications, presentations, and meetings.
  • Provides technical leadership and supervision to Utility Analysts and other staff; reviews analytical work products for methodological rigor, reproducibility and clarity; sets priorities and coordinates workload in assigned areas.
  • Develops, validates and deploys analytical and predictive models; incorporates analytical results into compliance and regulatory reports; and conducts a wide range of studies related to CleanPowerSF operations, financial and cost analysis, price sensitivity, and other complex assignments.
  • Manage existing and negotiate new professional services contracts including but not limited to renewable energy measuring and monitoring.
  • Performs other job related duties as required.

Commercial Asset Management
Commercial Asset Specialist
Under general direction within the Commercial Asset Management Team of CleanPowerSF at the SFPUC, the Commercial Asset Specialist performs duties in the following areas associated with power supply commercial asset management: assist in monitoring power resource operations in compliance with policies, regulations, laws and contracts; collaborate with various internal and external teams to ensure optimization of power resources; assist in preparing, reviewing, updating and coordinating power supply project operating data and reports; assist with the implementation, on-boarding and monitoring of energy supply contracts; assist in conducting a wide variety of analyses, studies and projects; maintain, reconcile and analyze data related to section activities; compile and keep records; prepare correspondence and reports.

The essential duties of this position include, but are not limited to:

  • Monitors operations to ensure compliance with policy directives, laws, regulations and contractual constraints; ensures power contract terms are met; monitors daily performance of commercial assets; ensure optimization of power resources.
  • Identifies contract and operational constraints and develops, evaluates or recommends policies and procedures to improve operations, mitigate risks, increase revenues and decrease costs.
  • Builds relationships and collaborates with counterparties, vendors, internal and external teams/departments to optimize power resources when long-term projects reach commercial operation or contract handoff.
  • Develops and documents internal processes to support data reporting and monitor resource performance. 
  • Writes a variety of documents including reports; work plans; general correspondence; program descriptions; operating procedures and policy recommendations; meeting minutes; reports that explain schedule and cost variances and trends, provide cost-effective recommendations to mitigate adverse variances and to support negotiation of change order costs with contractors; and other types of written documents as needed to support the diverse work activities assigned to this class.
  • Develops, implements, maintains, and reports data for power operations, energy consumption, and other data. Presents findings in communications, presentations, and meetings.
  • Supervises Utility Analysts and other technical personnel and provides technical support and expertise for assigned specialty area.
  • Performs other job related duties as required.

Qualifications



Education: Possession of a baccalaureate degree from an accredited college or university preferably with major coursework in Law, Engineering, Environmental Studies, Natural Resources, Computer Science, Business Administration, Mathematics, Statistics, Economics or other field related to the utility business; AND

Experience:  Four years of verifiable journey-level work experience in one or more of the following areas: planning, scheduling, cost estimating and resource projecting for mid to large scale projects; water supply/infrastructure management and planning; power operations planning and scheduling; analysis, interpretation and application of utility contracts and regulations in either water, power (electric and/or natural gas), telecommunications, or a wastewater/clean water program; utility market and environmental analysis and planning; power supply and transmission rates and contracts; generation, transmission or distribution planning and design; or long-term utility systems planning; AND

Special Condition:  Twelve (12) months of verifiable work experience in the electricity sector/energy markets pertaining to energy resource planning, risk management, and/or financial settlements.

Substitution: Additional qualifying experience may be substituted for the degree requirement on a year-for-year basis.

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

  • Experience developing or maintaining regulatory reports, filings, or compliance documentation in a utility, energy program, or other regulated industry.
  • Experience working with data systems or analytical tools used to manage and analyze operational or compliance‑related datasets (e.g., databases, reporting platforms, or statistical tools).

Supplemental Questionnaire Examination (Weight: 100%): Candidates who meet minimum

qualifications

will be invited via a separate link to complete the Supplemental Questionnaire Examination. The purpose of the Supplemental Questionnaire Examination is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, which have been identified as critical for this position and include, but are not limited to: 
  • Knowledge of federal, state, and local laws, regulations, and compliance standards related to electric utility operations
  • Ability to identify gaps and analyze operational inefficiencies and make and implement recommendations to improve processes and programs and mitigate risk
  • Ability to conduct and validate complex analytical studies accurately such as cost-benefit analyses, risk assessment, predictive modeling, financial analyses, and long-range financial forecasting
  • Ability to take initiative and exercise independent judgement to develop, implement, and manage projects or programs related to electric utility operations with minimal guidance
  • Ability to develop, implement, and maintain databases and manage data, including reporting data related to power operations, energy consumption, and other operational metrics
  • Ability to lead, supervise, and provide technical support to staff
  • Ability to establish and maintain effective working relationships with departmental staff, representatives of other agencies and the public
  • Ability to communicate and present facts clearly, concisely and in a well-organized and effective manner, both orally and in writing, including the ability to present findings, prepare reports and presentations, regulatory filings and technical documentation

A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process and be placed on the eligible list.

Candidates will be placed on the eligible list in rank order according to their final score. Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

The department may administer additional position-specific selection procedures to make final hiring decisions.

Eligible List/Score Report:  A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. 

The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director. 

Certification: The certification rule for the eligible list resulting from this examination will be Rule of Ten Scores.
