The primary purpose of this position is to serve as NGB A2/6 Intelligence/Cyber Effects Operations Directorate Resources Advisor providing staff assistance and guidance concerning budget and execution analyses. These duties include preparing, formulating, justifying, presenting, and executing multi-million-dollar financial requirements for the programs of the NGB A2/6. Responsibilities - Serves as Resource Advisor (O&M and Procurement resources). Applies Fiscal Law, DoD FM, and AF FM rules, procedures, and operations sufficient to provide financial support and guidance to the A2/6 Re- sources Division for O&M and Procurement investment resources. - Serves as Resource Advisor (MILPERS). Applies Fiscal Law, DoD FM, and AF FM rules, procedures, and operations sufficient to provide financial support and guidance to the A2/6 Resources Division for MILPERS resources. - Analyzes historical financial records of Intelligence, Cyber, and IT resources and provides input into current and future budgeting exercises pertaining to NGBA2/6 Strategic Plan. - Provides guidance and procedures for estimating the Operations and Maintenance (O&M) and Cyber/IT Procurement (3080) investment account impacts resulting from new Enterprise Architecture, Cyber, IT, Information Operations, and Intelligence initiatives. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes detailed and in-depth knowledge of the DoD Planning, Programming, and Budget System; DoD/AF/ANG budgeting policies, regulations, procedures, and administrative and financial management systems; general understanding of accounting, contracting, and business processes; and a basic knowledge of Information Technology sufficient to analyze and evaluate continual changes in Cyber/Information. OR EDUCATION: I have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as accounting, finance, economics, organizational management, or related field of study. NOTE: You must submit a copy of your college transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: I have less than the full amount of specialized experience required but I have more than 2 years of graduate level education with a major or subject area related to the position to be filled. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the concepts, principles, practices, laws, and regulations governing budget execution. 2. Knowledge of the development, staffing, and execution management of multi-million-dollar budgets within the DoD system to include O&M, Procurement (Investments), and Workdays (MILPERS) funds. 3. Knowledge of the range of applicable fiscal laws, policies, regulations, and precedents applicable to resource management, and government contracting related to Information Technology resources. 4. Skill in formulating, justifying, analyzing, and presenting financial requirements of the organization. 5. Ability to communicate, plan, organize work, and meet deadlines. 6. Ability to collaborate at appropriate levels with organizations both inside and outside ANGRC, the NGB, the Air Force, DoD and its agencies, the Federal Government, and vendors. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
