Business Manager

The Business Manager is responsible for the administration of business services for the District inclusive of the development and management of the District’s budget, and non-instructional district program operations under the general direction of the Superintendent.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Collaborates with Superintendent, Directors, and Administrators on planning, budgeting, purchasing and maintenance functions of all Business services, staffing and program needs. Manages all aspects of fiscal services including budget development, research and planning, accounting, payroll, cash management, inventory control, financial reporting, purchasing, bookkeeping, interlocal and other contract agreements, real estate, human resources, and insurance risk management. Collaborate with and provide support to areas such as collective bargaining and contract preparation. Direct, review, analyze, and interpret a wide variety of financial and management information. Maintain continuous control of school expenditures and budgeting issues. Prepare and present business-related reports for the School Board. Prepare and submit business-related federal and state reports. Direct financial accounting and investment of all district funds. Administer the District’s bond financing and short-term borrowing. Monitor and ensure adequate cash flow for District needs. Advertise and secure bids for purchases or services in accordance with District and State Regulations. Manage the preparation and execution of business contracts. Coordinate state mandated fiscal audits of all funds. Maintain records of financial history and appraised value of all school properties. Manage accounting and purchasing policies to ensure a fiscally responsible program. Evaluate Business services and fiscal needs such as budget, revenue, forecasting, demographic and enrollment projections, collective bargaining, school construction, long-range planning, levy and bond issues, and other related matters and make recommendations to District administration. Develop and recommend new procedures and equips staff with necessary new skills. Establish and maintain accurate files. Work with staff, vendors, and consultants regarding business issues. Assist school administrators and department coordinators with monthly budgets. Provide training to staff when appropriate. Keep abreast of new laws, regulations, and District policies governing public school business and finance, and other business-related information to ensure compliance. Communicate effectively with staff, vendors, and the public by telephone and in writing. Complete designated tasks as requested by the Superintendent. Perform other business-related duties as assigned to support the success of the district. Human resource management.CONTRACTED DAYS/SALARY/BENEFITS

Demonstrated ability to successfully manage business services staff. Ability to create a positive, productive work environment. Ability to appropriately interpret laws, rules, regulations, and codes governing publish school finance and other areas of responsibility. Possess understanding of program compliance issues. Knowledge and experience in budget development. Skill in management and development of systems of accounting, financial, and inventory controls. Ability to develop policies, procedures, and guidelines. Knowledge of WSIPC data processing, or similar system. Demonstrated ability to compile and analyze statistical data and present in understandable format. Ability to perform tasks accurately, in accordance with established guidelines. Ability to perform under conditions of constant interruption and deadline pressure. Ability to communicate and carry out District/building rules, regulations, and procedures. Possess exceptional record keeping skills and ability to prioritize and follow through on tasks according to district needs. Possess effective oral and written communication skills with individuals and groups including documentation and reports. Ability to effectively analyze and problem-solve. Ability to work with others as part of a team and maintain a positive, friendly attitude while maintaining a professional atmosphere. Ability to establish and maintain effective and cooperative working relationships with staff, students, vendors, community members and others. Ability to read, write and compute per needs of position. Ability to work independently, making decisions in a timely manner. Ability to maintain strict confidentiality. Ability to lift and carry weights up to 50 pounds. Ability to sit or stand for prolonged periods of time. Ability to attend pertinent workshops pertaining to business management. Ability to update skills as required. Consistent, reliable attendance according to established work schedule is required.EDUCATION/EXPERIENCE
Bachelor’s degree in Business Administration, Accounting, or related field Two years experience in business management or accounting. Experience in an educational setting preferred. WASBO Business Management Certification preferred.
