Policy Analyst, Bureau of Hepatitis, HIV, and STI

The New York City Department of Health and Mental Hygiene (NYC Health Department)’s Bureau of Hepatitis, HIV, and STIs (BHHS) oversees the City’s response to HIV, STIs, and viral hepatitis. Its mission is to improve the lives of New Yorkers by ending transmission, illness, stigma, and inequities related to HIV, STIs, and viral hepatitis. BHHS does this through community engagement, epidemiologic and surveillance activities, policy advocacy, racial equity and social justice initiatives, research, strategic communications, testing, treatment, and prevention programming and services, and training and technical assistance. Over 450 staff members work across BHHS’s Administration Program, Clinical Advisory Team, HIV Care and Treatment Program, HIV Epidemiology Program, HIV Prevention Program, Policy and External Affairs Program, Racial Equity and Social Justice Initiatives Program, STI Program, and Viral Hepatitis Program to carry out this work. BHHS’s Policy and External Affairs Program oversees the bureau’s local, state, and federal legislative, regulatory, and policy advocacy related to HIV, STIs, and viral hepatitis, as well as its intergovernmental affairs and media and public relations. Reporting to BHHS’s Director of Policy and External Affairs, the Policy Analyst will join the Policy and External Affairs Program, which oversees BHHS’s legislative, regulatory, and policy activity related to HIV, STIs, and viral hepatitis, as well as its intergovernmental affairs and media and public relations. Duties will include but not be limited to: Monitoring, researching, and responding to local, state, and federal legislation, regulations, policies, and funding streams related to HIV and viral hepatitis in the form of policy and public health research and literature reviews, policy briefs and memoranda, position statements, presentations, and reports. Researching and responding to HIV- and viral hepatitis-related policy inquiries from NYC Health Department staff and external stakeholders. Monitoring, researching, and responding to policy components in local, state, and federal HIV and viral hepatitis jurisdictional elimination plans. Serving as strategic advisor to the BHHS Director of Policy and External Affairs, BHHS Director of HIV Epidemiology, BHHS Director of HIV Prevention, BHHS Director of HIV Care and Treatment, BHHS Director of Viral Hepatitis and Clinical Advisor, BHHS Assistant Commissioner, and other NYC Health Department staff on HIV- and viral hepatitis-related policy matters and funding streams. Providing policy and programmatic expertise to BHHS’s New York City HIV Planning Group (HPG) and HPG/HIV Health and Human Services Planning Council of New York Joint Policy Committee (JPC); lead JPC work groups, as assigned. Representing the NYC Health Department in local, state, and federal policy work groups and coalitions focused on HIV, viral hepatitis, and other issues affecting the communities BHHS serves. Leading BHHS’s policy advocacy training initiative. Conducting extensive scientific, public health, legal, and policy research related to HIV and viral hepatitis to support the above duties. Supporting BHHS activities to advance racial equity. Completing other duties, as needed. PREFERRED SKILLS Graduate degree in public health, public policy, and/or law. Knowledge of population heath, infectious disease epidemiology, social and structural determinants of health, and health equity. Knowledge of HIV, STI, and viral hepatitis testing, treatment, and prevention interventions and technologies. Experience researching and analyzing HIV-, STI-, and/or viral hepatitis-related legislation, regulations, and policies, with special attention to social and structural determinants of health and health equity. Experience researching and analyzing local, state, and federal funding streams, including familiarity with annual budget and appropriations processes. Experience working and communicating with a diverse array of stakeholders, including local, state, or federal government officials; media outlets; provider and community partners; and people affected by HIV, STIs, and viral hepatitis. Experience delivering remarks and presentations on complex policy issues tailored to diverse audiences, including government officials, provider and community partners, and people affected by HIV, STIs, and viral hepatitis. Outstanding interpersonal skills. Exceptional writing and editing skills. Highly organized and detail-oriented. Able to work independently, and with maturity, poise, and exceptional judgment. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological, environmental science or in public health. To be appointed to Assignment Level II and above, candidates must have: 1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or 2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or 3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
