Position Information/Definition The City of Turlock is accepting applications for Utilities Maintenance Worker, Sr. Under general supervision, to perform advanced journey level work in the construction, maintenance, and repair of the Citys sanitary sewer, storm collection system, and water distribution system; and to provide responsible technical staff assistance; and to perform related work as required. This classification is assigned to the Turlock City Employees Association bargaining unit for labor relations purposes and is subject to overtime assignments. Distinguishing Characteristics This is the advanced journey level class within the Utility Maintenance series. This class is distinguished from Utilities Maintenance Worker II by the assignment of the full range of the most complex duties assigned. Supervision Received and Exercised Receives general supervision from the Utilities Supervisor. Provides immediate and general supervision of sewer, storm, and water construction, repair, and maintenance personnel. Essential Functions - Include But Are Not Limited To The Following:
Plan, coordinate, and supervise activities and work in conjunction with the Utilities Maintenance Supervisor, relating to the construction, maintenance, repair and upkeep of the water distribution, sewer, and storm systems.
Inspect and review the work of subordinates.
Assist and train less experienced personnel.
Prepare and review cost estimates for new service installations and main line extensions.
Requisition and purchase of materials and supplies; maintain records, inventory and reports.
Respond to public complaints and requests for service.
Install shoring and related safety equipment.
Perform and oversee more complex and difficult work.
Assist in the development of plans and specifications for new facilities.
Participate in and oversee the operation of preventive maintenance programs designed to prolong the useful life of the sewer and storm systems and the water distribution system.
Participate and oversee the collection of samples for a variety of routine tests; record and monitor results.
Operate sewer cleaning equipment in emergency conditions.
Participate in and oversee the maintenance of City water well stations and the flushing program.
Assist with the collection and transportation of water samples for lab analysis; monitor chemical dosages; assist with the application of chlorine and other water treatment-related chemicals to adjust water quality levels; assist in assuring adequate levels of safe potable water to meet City needs.
Respond to public complaints concerning water quality and service lines; investigate public complaints and assist with troubleshooting, diagnosing, and resolving problems and malfunctions; respond to waterline emergencies as needed.
Monitor water system for illegal and improper connections to prevent damage to the water distribution system and injury to construction personnel.
Monitor inventory levels of parts, supplies, and equipment; order, receive and maintain inventory of parts, supplies and equipment.
Collaborate with outside contractors in the maintenance, repair, and alteration of the water distribution system; review contractor work to assure accuracy, completeness, and compliance with established specifications.
Pour and finish concrete.
Operate and oversee the use of closed-circuit televising equipment.
Perform related duties as assigned. Qualifications: Knowledge of:

Confined space entry procedures and knowledge of Cal OSHA safety requirements.
City geography and the municipal street system.
Principles and practices of effective customer relations.
Principles and techniques of organization, administration, budget, and personnel management.
Proficient vacuum & jetter combination truck operation.
Basic record-keeping techniques.
Pumps, valves and backflow devices.
Proper use of fittings and couplings.
Emergency well shut down procedures.
Basic principles and practices of engineering as they relate to sanitary sewer, storm collection, and water distribution systems.
Legal and defensive driving practices.
Chlorine and other chemicals used in the adjustment of water quality levels.
Appropriate codes, laws, and regulations, governing domestic water systems, sewer systems, and storm collection facilities. Ability to:
Assist the Utilities Maintenance Supervisor in the planning, scheduling, and directing of water system, sewer system, and storm collection system construction, repair, and maintenance activities.
Train and provide work direction and guidance to assigned personnel; schedule and assign employee duties; monitor employee activities to assure accuracy, completeness and compliance with established safety requirements and procedures.
Monitor chemical dosages and assist with the adjustment of water quality levels.
Read, interpret, and understand blueprints and construction drawings. Communicate clearly and concisely both orally and in writing.
Learn methods, procedures and requirements for monitoring and adjusting water quality levels.
Assist in assuring adequate levels of safe potable water to meet City needs.
Install water meters.
Establish and maintain effective working relationships with those contacted in the course of work.
Respond to emergency situations as they arise.
Operate and train subordinates in the proper and safe use of equipment used in the construction, repair, maintenance, and inspection of sewer, storm collection, and water distribution systems and related facilities.
Participate in and supervise activities associated with confined space entry activities. Additional Information Experience and Training Guidelines Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Three years of experience as a Utilities Maintenance Worker in a position comparable to a Utilities Maintenance Worker II with the City of Turlock. Training: High School diploma or GED certificate. Six college units or CEUs in a related field or scholastic general education (i.e. Speech, Math, English, Science, Foreign Language etc.) and three college units or CEUs in supervision or management for a total of nine college units or CEUs. Certificate(s): Possession of a Water Distribution Grade II Certification issued by the California Division of Drinking Water and either a Collections System Maintenance Grade II Certification issued by the California Water Environment Association, or a Water Treatment Operator Grade II Certification issued by California State Water Resources Control Board OR Possession of a Collections System Maintenance Grade II Certification issued by the California Water Environment Association and either a Water Distribution Grade II Certification issued by the California Division of Drinking Water, or a Water Treatment Operator Grade II Certification issued by California State Water Resources Control Board Possession of a current Backflow Prevention Assembly Tester certification issued by the CA-NV Section of American Water Works Association. Possession of a Work Zone Safety Certification. Possession of a Hazardous Materials First Responder, Awareness Level, (FRA) Certification. License: Possession of an appropriate, valid Class B California Drivers License at the time of appointment, to be maintained as a condition of continued employment. ADDITIONAL INFORMATION: Physical Conditions: Maintain the following physical abilities: see well enough to read, write and make observations, operate hand and power tools, vehicles and heavy equipment; hear well enough to converse on the radio, telephone and in person; bodily mobility to walk, bend, stand, crouch, or climb for extended periods of time, operate assigned equipment and vehicles and perform heavy manual labor for extended periods; ability to tolerate extreme fluctuations in temperature while performing essential functions and be able to lift equipment on a frequent basis 25lbs, and on an occasional basis 50lbs. An eligibility list will be established from this recruitment that will be valid for six (6) months. All employees are required to serve a twelve (12) month probationary period. Selection Process: 1. In the event that a large number of applicants possess the minimum qualifications, applicants who appear to be the most qualified based on their breadth and recency of experience will be invited to compete in the testing process. 4. Candidates invited to compete in the testing process may be required to take a written examination, which will be based on a pass/fail basis. If a written examination is conducted and a large number of candidates receive a passing score, the City reserves the right to invite a percentage of the top scoring candidates to compete in the next phase of the testing process, the oral examination. 5. Candidates who are invited to participate in the oral examination and receive a score of 70% or more will be placed on an eligibility list. Ranking on the eligibility list will be based solely on the results from the oral exam. 6. Completion of a practical exercise maybe conducted in order to further evaluate skills relating to essential job functions. 7. Top candidates on the eligibility list will be referred to the department for final appointment consideration. 8. Final appointment will be contingent upon passing the following: reference review, medical examination which includes a drug/alcohol screening, hearing exam and vision exam. Veterans Preference System The City of Turlock has adopted a veterans preference system (effective January 1, 2002). The percentage score achieved through an entrance (non-promotional) examination which ranks applicants on an eligibility list shall be adjusted to provide: (a) one (1) percentage point added to the final test score for each six (6) months of active service during a time of armed conflict, up to a maximum of five (5) points, and (b) five (5) percentage points added to the final test score for veterans who are disabled as a result of active military service during a time of armed conflict, regardless of length of service. To receive preference points, applicants must provide supporting documentation and proof of honorable discharge. In no event shall an applicant receive more than a five (5) point adjustment. This request should be made in section #12 of the employment application form. A copy of your DD214 must be attached for this request to be considered. Retirement: Qualified candidates who are currently a CalPERS member or have been a CalPERS member within the last six (6) months or are subject to reciprocity with another eligible retirement plan, may be a "classic member" and may be enrolled in the Citys 2.7% @ 55 plan. Employee pays employee contribution rate of 9% on a pre-tax basis. CalPERS "final compensation" may be based on the highest twelve (12) continuous months of qualifying employment. Non-classic or "new members" will be enrolled in the 2% @ 62 plan and CalPERS "final compensation" will be based on the highest thirty-six (36) continuous months of qualifying employment. Deferred Compensation: The City will match employees contribution up to one half of one percent (0.5%) of the employees base salary for each pay period in which employee contributes to the program. Retiree Health Savings (RHS) Vantage Care: Two (2) percent of the employees base payroll will be deposited in each individuals RHS Vantage Care account. Health: The City offers a generous health, prescription, vision, and dental insurance plans for employees and dependents. Continuous Service Pay: Beginning with the tenth (10th) year and every year thereafter, 1.5% of base salary. Beginning with the fifteenth (15th) year and every year thereafter, 1.5% of base salary. Beginning with the twentieth (20th) year and every year thereafter, 1.5% of base salary.
