Deputy Program Manager

Description Position Summary:
The DEPUTY PROGRAM MANAGER is a senior technical and leadership role responsible for directing environmental planning, regulatory compliance, permitting, construction-phase oversight, and project closeout for complex electric transmission and related energy infrastructure projects throughout California and the western US. This position requires a minimum of 20 years of specialized California regulatory experience and a demonstrated ability to successfully navigate CEQA, secure multi-agency permits, manage construction compliance programs, and bring projects to full environmental closeout while protecting client schedules and budgets. Essential Functions:
• Support program and project management for large scale electric transmission projects through their entire life cycle from routing and siting, NEPA and CEQA reviews, permitting, planning, ministerial permitting, biological surveys, threatened and endangered species assessments and consultations, construction monitoring, compliance, reporting, restoration, and closeout activities.
• Manage formal project and program controls including risk registry, scope, schedule, quality, and budget administration with formal cost and resource loaded, milestone driven schedules and cost control metrics such as earned value, estimate at completion, and schedule variance.
• Provide leadership in multidisciplinary project delivery as an environmental planner, biologist, or engineer.
• Mentor junior staff and coordinate with technical teams on environmental compliance and project delivery.
• Oversee construction monitoring, compliance reporting, and project restoration and closeout.
• Demonstrate strong project management, team leadership, technical, and communication skills.
• Represent the organization in meetings and provide updates on project status, risks, and controls.
• Manage project budgets, schedules, and scopes while supporting business development.
• Acknowledge and participate in OMS H&S programs and trainings.
• Other duties as assigned by OMS or the client. Qualifications:
• Bachelor's degree in Environmental Planning, Environmental Science, Biology, Natural Resource Management, Urban/Regional Planning, or closely related field. Master's degree strongly preferred.
• Minimum of five (5) to fifteen (15) years of progressively responsible experience in managing energy-related or linear infrastructure projects such as electric transmission or fiber optic projects.
• Demonstrated experience managing large scale electric transmission projects through routing/siting, NEPA/CEQA, permitting, biological surveys, T&E species assessments, construction monitoring, compliance, and closeout.
• Mastery of formal project controls including risk management, scope, schedule (resource and cost loaded), quality, and budget with earned value management.
• Valid California driver's license and ability to travel 10-25% of time with occasional overnight stays.
• Conduct a background check, drug screening, and physical exam.
• Must have and maintain a clean driving record. Preferred:
• Project Management Professional (PMP) certification or equivalent experience delivering large multidisciplinary electric transmission projects.
• Experience with NEPA compliance and federal agency coordination preferred.
• Valid California driver's license and ability/willingness to travel to project sites across California (approximately 20-40% travel, including occasional overnight stays).
• Direct experience supporting California Investor-Owned Utilities (PG&E, Southern California Edison, or San Diego Gas & Electric) on electric transmission projects.
• Familiarity with digital project management tools and GIS applications. Working Conditions:
HYBRID - Environmental Factors: Indoor and outdoor conditions; exposure to heat, cold, potentially hazardous chemicals, toxic materials; work on/walk on slippery or uneven and potentially mountainous terrain. Noise level is usually moderate.
