SUPERVISOR I

Job Description and Duties

The Supervisor I serves as the first level working supervisor and provides leadership, direction, and supervision to program and analytical staff responsible for performing analytical and administrative functions within the Community Development Division (CDD).  The incumbent oversees complex, sensitive, and time-critical assignments related to housing projects and other community-based services and supports for individuals with intellectual and developmental disabilities (IDD) who receive regional center services.  The incumbent directs program implementation, evaluates program performance and effectiveness, and assesses workload, staffing needs, and associated costs through data analysis and research.  The role includes developing and reviewing recommendations for statewide program improvements, ensuring staff work complies with Department policies, procedures, and objectives, and collaborating with regional centers, state and local agencies, housing developer organizations, stakeholders, and community organizations to support and advance program goals.

Effective July 1, 2025, State employees are subject to a salary reduction of three percent in exchange for five hours per month of the Personal Leave.

Working Conditions

Under Government Code 14200, this position is a hybrid, in-office/telework position, and may be subject to change. Incumbent can be required to report to the office, or any designated location at any time. Telework agreements can be modified and/or cancelled at any time. All commute expenses to the reporting location will be the responsibility of the selected candidate.

Pursuant to California Government Code requirements, candidates must be residents of the State of California at the time of appointment.

This position requires lawful authorization to work in the United States. The Department does not sponsor employment visas for this position.

Special Requirements

The Statement of Qualifications (SOQ) must be numbered in the same order as the following areas, typed in 12-point Arial font, single spaced, and be no more than two pages in length. Applicants who fail to answer the questions or submit an SOQ may not be considered.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Knowledge of: Computer programs (Outlook, MS Word, MS Excel. PowerPoint, OneNote. MS Teams, Zoom, Adobe, DocuSign, Canvas; principles and practices, and trends of public administration; formal and informal aspects of the legislative process; and the administration and Department’s goals and policies.

Ability to: Supervise and lead professional staff; analyze complex programmatic and regulatory issues; communicate clearly and effectively both verbally and in writing; review edit and interpret reports and policy documents; establish priorities and manage multiple projects and tasks simultaneously; work collaboratively with multidisciplinary teams including regional centers, residential service providers, and other state agencies; provide guidance and technical assistance related to community resource development; and build and maintain effective working relationships with internal Department divisions, regional centers, state and local agencies, housing partners, stakeholders, and community organizations involved in residential  options for individuals with IDD.
