The Terminal Manager is responsible for the safe, compliant, and efficient operation of a bulk liquid chemical storage and distribution terminal. This role oversees all site operations, including receipt, storage, blending, and shipment of chemical products, while leading a team of operators, maintenance technicians, and support staff. The Terminal Manager is accountable for regulatory compliance, process safety, environmental performance, and customer service, and serves as the primary site leader for all terminal activities.
Key Responsibilities
• Direct daily terminal operations, including product receipt, storage, blending, transfer, and outbound shipment by truck, rail, and/or marine vessel.
• Ensure compliance with all applicable federal, state, and local regulations, including EPA, OSHA, DOT, and PHMSA requirements.
• Own site safety performance; lead process safety management (PSM), incident investigation, and corrective action programs.
• Manage environmental compliance, including SPCC plans, air permits, wastewater discharge, and reporting obligations.
• Lead, coach, and develop terminal staff, including operators, maintenance technicians, and administrative personnel.
• Oversee preventive and corrective maintenance programs to ensure tank, piping, and equipment integrity and reliability.
• Manage terminal budget, including operating expenses, capital projects, and cost control initiatives.
• Coordinate with customers, carriers, and vendors to ensure on-time, accurate product movements and high service levels.
• Maintain accurate inventory records and ensure proper reconciliation of product volumes.
• Lead emergency response planning and serve as incident commander during site emergencies.
• Conduct regular safety meetings, audits, and inspections; ensure timely closure of findings.
• Partner with corporate EHS, quality, and operations teams on continuous improvement initiatives.
Qualifications
• Bachelor's degree in Engineering, Operations Management, Chemistry, or related field, or equivalent combination of education and experience.
• 5+ years of terminal, plant, or facility management experience in chemical storage, distribution, bulk liquid, or related industry.
• Strong working knowledge of process safety management, OSHA, EPA, DOT, and PHMSA regulations.
• Demonstrated leadership experience managing hourly and salaried staff in an industrial or terminal environment.
• Experience with tank farm operations, product handling, and terminal automation/control systems preferred.
• Strong analytical, budgeting, and problem-solving skills.
• Excellent communication skills, with the ability to interact effectively with customers, regulators, and site personnel.
• Ability to respond to and manage site emergencies, including after-hours availability as needed.
Physical Requirements / Work Environment
• Ability to walk and inspect the terminal site regularly, including exposure to outdoor conditions, noise, and chemical odors.
• Must be able to wear required PPE while on the terminal grounds.
