Senior Cost Analyst

This Senior Cost Analyst position is in the Nuclear Regulatory Commission’s Headquarters office, Rockville, MD, or, in NRC’s Offices in Naperville, IL; King of Prussia, PA; Atlanta, GA; or, Arlington, TX. The successful candidate will perform the full range of duties of the position. This position involves formulating and recommending NRC policy and positions relating to the conduct of regulatory analyses. The analyst will prepare cost-benefit analyses, design costing methods, research and develop cost estimating relationships, develop data sources for estimating the benefits and costs and write reports that analyze and describe the results of these evaluations of proposed regulatory changes to commercial nuclear power generating facilities, fuel cycle facilities, reprocessing facilities, waste disposal sites, or to other civilian uses of radioactive materials, such as nuclear medicine programs at hospitals and academic activities at educational and research institutions. Qualifications In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience at the GG-15 level is defined as having at least one year of experience equivalent to the GG-14 level which is defined as experience that demonstrates experience in economics, accounting, and/or finance that can be applied to the public health and safety, security, and environmental impacts of nuclear power plants, fuel cycle facilities, or other civilian uses of radioactive materials, such as nuclear medicine programs at hospitals and academic activities at educational and research institutions. Experience must also include leading or managing Executive Order (EO) 12866 regulatory reviews, providing benefit-cost analysis for rulemaking packages, coordinating with OMB, and ensuring that regulatory analyses meet all EO 12866 and OMB standards. Experience must demonstrate the ability to provide high-level policy guidance, resolve complex analytical issues, and support issue resolution. The ideal candidate will be able to demonstrate the following: Demonstrated ability to conduct regulatory impact studies and cost/benefit analyses, design costing methods, research and develop cost estimating relationships, and develop data sources for costing of proposed rulemaking changes for the regulatory oversight of commercial nuclear power generating facilities and fuel cycle facilities, and the industrial and medical use of radioactive materials. The incumbent must be familiar with the full range of cost considerations as they relate to the U.S. commercial nuclear program. Demonstrate knowledge of the principles, theory, and practices in the field of regulatory cost/benefit analysis related to nuclear power generating facilities, fuel cycle facilities, and the industrial and medical use of radioactive materials. Explain the methods, modeling, and data sources and techniques used to identify, analyze, and develop conclusions regarding cost/benefit assessments of rulemaking and other regulatory actions. Ability to use interpersonal skills to interact effectively with peers, management, and representatives of the industry, and to develop and implement successful approaches to problem solving and conflict resolution. Ability to communicate information, ideas and advice in a clear, concise and logical manner, both orally and in writing, to internal and external stakeholders of Federal agency, corporation, or other large organization.
