Program Manager

Job Overview HNTB is looking for a leader to primarily manage a large program supporting tolling clients, in particular the North Texas Tollway Authority (NTTA). This part‑time position will deliver end‑to‑end PMC services on a program valued at potentially over $1B. It offers an opportunity to grow within a rapidly expanding North Texas Region and to support HNTB’s continued investment in infrastructure. What You’ll Do Act as the client’s agent in delivering PMC services in strategic planning, alternative delivery, innovative financing, procurement/contract management, risk management, project controls, quality management, construction management, project closeout and acceptance, and operations/maintenance. Resolve difficult issues of significant financial impact, assess and manage risk on behalf of the client. Identify and pursue opportunities to advance HNTB’s presence and revenue both with current client(s) and more broadly within the PMC market. Build a reputation in the industry and within Program Management, maintaining positive relationships with clients and representing HNTB with local, state and national industry organizations. Interact with senior government or public officials and/or clients on significant program matters requiring coordination between organizations. Define staffing needs for delivery of services; provide direction and oversight to Project Managers, other staff, client staff and subcontractors. Understand the political environment and sensitivities in which a program is delivered, leading HNTB team to align with client perspectives while maintaining firm culture. Develop a deep understanding of HNTB’s full range of services and firm‑wide resources. Participate in the development of client service action plans and client project reviews. Carry out other duties as assigned. What You’ll Need Bachelor’s degree in Civil Engineering, Construction Management or related discipline. 15 years of relevant experience. What We Prefer TX PE. Master’s degree. 5 years of proven program management and/or senior PMC role. Experience managing or leading a team in successful delivery of PMC projects. Alternative project delivery experience.
