Health Policy Analyst

Our hybrid approach allows you to work alongside your colleagues in our vibrant Boston office at 501 Boylston Street for at least two designated days per week, with the flexibility to work remotely on the remaining days. Join us at CHIA and help shape the future of Massachusetts health policy! We seek a Health Policy Analyst to contribute to the growing portfolio of our dynamic Health Informatics and Reporting team. The Health Policy Analyst will develop analytic reports and data products to produce insights on a range of health policy topic areas including affordability, access to primary care and behavioral health services, prescription drug costs, quality measurement, and other emerging issues. Key Opportunities Drive data‑backed insights: work with an extensive range of health care enrollment, spending, and quality data, including CHIA’s newly enhanced Massachusetts All‑Payer Claims Database. Execute analyses and publish reports, extracting crucial insights that will directly shape health care policies and initiatives. Lead strategic project management: take charge of organizational excellence by crafting and overseeing work plans. Ensure projects are executed successfully within defined timelines while adhering to streamlined and efficient processes. Empower collaborative teams: support team members in creating, planning, and delivering high‑value analytic products. Optimize the team's utilization of CHIA’s data resources and other assets, fostering collaboration for impactful outcomes. Champion data integrity: advance comprehensive practices in documentation and data management and quality assurance. Provide meticulous attention to detail and unwavering commitment to accuracy, playing a crucial part in upholding the integrity of our data and analyses. Important Qualifications Data Analytics and Strategy Expertise : Demonstrated proficiency in data management and analysis, including organizing complex datasets, performing analyses, implementing quality assurance protocols, and documenting analytic processes. Experience with tools such as Excel, R, SAS, or SQL is required. Experience with Power BI or Tableau for data visualization is preferred but not mandatory. Health Care Domain Knowledge : Working understanding of the U.S. health care system and health policy environment. Experience with Massachusetts health policy ecosystem and/or health care claims data is preferred. Effective Communication : Excellent written and verbal communication skills, including the ability to translate complex technical concepts into clear, compelling insights. Proven ability to interpret data and effectively communicate findings to both technical and non‑technical audiences. Educational Foundation : Bachelor’s degree in social sciences, public policy, public health, or quantitative field required; advanced degree in healthcare policy, health services research, health data analytics, or related field preferred. Optional Advanced Knowledge : Analyst III candidates will have a working knowledge of relevant health policy topics such as total cost of care measurement, insurance coverage and costs, quality alignment and measurement, the prescription drug supply chain, dental services, and/or experience with health care claims and enrollment data. Minimum Entrance Requirements Analyst I Applicants must have at least two years of full‑time, or equivalent part‑time, professional experience in business administration, health care planning or administration, public health policy or administration, human services policy analysis or administration, or economics, with major duties that included financial analysis of costs, expenses, and revenue and/or development, implementation, and monitoring of financial reimbursement systems. Alternatively, a bachelor's degree with a major in health care administration, hospital administration, public health, or health services administration may substitute for the required experience. Analyst II Applicants must have at least three years of full‑time, or equivalent part‑time, professional experience in business administration, finance, accounting, health care planning or administration, public health policy or administration, human services policy analysis or administration, economics, or similar fields. A bachelor’s degree with a major in health care administration, hospital administration, public health, health services administration, finance, accounting, business administration, business management, public policy, public administration, or economics may substitute for up to two years of required experience. A graduate degree may substitute for up to three years of required experience. Analyst III Applicants must have at least four years of full‑time, or equivalent part‑time, professional experience in business administration, health care planning or administration, public health policy or administration, human services policy analysis or administration, or economics, with major duties that include financial analysis of costs, expenses, and revenue and/or development, implementation, and monitoring of the health care service delivery system and pricing methods. A bachelor’s degree may substitute for up to two years, while a graduate degree may substitute for up to three years of required experience. Education toward such a degree will be prorated based on the proportion of the requirements actually completed. Total Compensation We value the talent and expertise you bring to the table. We offer a competitive salary range of $62,782.98 – $120,508.44 annually for this position. Salary is commensurate with experience. CHIA may adjust title, responsibilities, and salary depending on the experience and expertise of the selected individual. Analyst I / RSA I: $62,782.98 – $89,679.72 annually. Analyst II / RSA II: $72,172.36 – $104,315.38 annually. Analyst III / RSA III: $82,789.72 – $120,508.44 annually.
