Salary: $66,500 - 77,000 per year Requirements:
- Bachelors degree in Computer Science, Computer Engineering, Data Science, Management Information Systems, Information Technology, or a related discipline.
- 5+ years of experience building solutions on the Microsoft Power Platform, including Power Apps, Power Automate, on-prem and cloud RDBMS, Dataverse, and Power BI.
- 5+ years of strong understanding of application lifecycle management, environment strategy across Dev/Test/Prod, troubleshooting, security, and role-based access control.
- 5+ years of experience gathering business needs and converting them into technical designs.
- Ability to work independently and manage multiple initiatives in a shared-services environment.
- Preferred: experience with Copilot Studio or other conversational AI tools.
- Preferred: experience in government, public sector, or regulated environments.
- Preferred: experience with MS SQL Server.
- Preferred: familiarity with Dynamics 365, Azure services such as Logic Apps, Functions, and API Management, DevOps practices, and CI/CD pipelines for Power Platform.
- Preferred: Microsoft certifications such as Power Platform Developer or Solution Architect.
- Design, build, and maintain Power Platform solutions, including Canvas and Model-driven Power Apps, Power Pages, Power Automate cloud flows and approvals, Dataverse data models, business rules, security roles, and Power BI dashboards.
- Turn business and program needs into scalable technical solutions.
- Create reusable components, patterns, and templates aligned with OTS standards.
- Provide knowledge transfer and train our internal developers to get them up to speed.
- Integrate Power Platform solutions with Microsoft 365 services, Dynamics 365 where applicable, Azure services, and external systems through connectors and APIs.
- Apply best practices for performance, scalability, and maintainability.
- Implement role-based security, DLP policies, and environment strategies.
- Ensure solutions comply with OTS standards and applicable federal and state requirements related to security, privacy, and accessibility.
- Support audits, documentation, and technical reviews.
- Work closely with business stakeholders, project managers, architects, and other developers.
- Offer technical direction and mentorship to junior developers and citizen developers.
- Take part in solution reviews, code reviews, and architecture discussions.
- Evaluate and pilot new Power Platform capabilities.
- Use Copilot Studio experience, when available, to help design conversational AI solutions and virtual agents.

We are the State of Louisiana, Division of Administration, Office of Technology Services (OTS), and this is a remote contract role for a Senior Application Programmer (Power Platform Developer). OTS was established to deliver cost savings through consolidation of state IT assets and resources, bringing together hardware platforms, operating systems, database systems, networks, third-party software, and custom applications. We lead the states technology procurement process to standardize technology across the organization and improve efficiency, maintenance, and scalability of new services that can be expanded to in-scope agencies. The contract duration is 2 years, with an online interview process and a tentative start date of 10/05/2026.
