Support meaningful access to justice in Washington’s courts by joining the Equity and Access Program at the Administrative Office of the Courts. Our team works to ensure courts can better serve self-represented litigants and communities that have been historically marginalized or excluded from the justice system. The Equity and Access Program is seeking a skilled professional to fill a Senior Court Program Analyst role. This position is located within AOC’s Office of Court Innovation and reports to the Equity and Access Program Supervisor. Responsibilities Identify and analyze critical needs and propose technology solutions to improve access to the courts for self-represented litigants. Guide and develop statewide self-help services. Support engagement with lived experience experts/court users. Develop and manage complex projects and objectives. Explore and test innovative ideas. Coordinate resource development. The person in this role develops and manages statewide partnerships, collaborations, and resources. They will collaborate with statewide partners to identify opportunities for technology to enhance access to justice. This includes leading major technology projects for Self-Help Washington in coordination with the team’s web developer, and working with jurisdictions across Washington to create broad, systemic improvements to how court users access information. Additional responsibilities include assessing statewide needs, developing and deploying resources, and supporting the implementation of technology solutions and platforms that improve access to the courts and court information. This person will also review and monitor state and national best practices for improving court accessibility through technology, and support courts with education, resource development, communication, and technical assistance related to access to justice. An understanding of systemic racism and oppression, and the courts’ role in perpetuating it, is required for this position. The Senior Court Program Analyst will work with their colleagues and statewide and national partners on identifying and breaking down barriers to accessing courts, focusing on the experience of the court user who is least likely to receive equitable access. Additional Responsibilities Leads statewide efforts to identify court and court user needs, and implement technology-based solutions and services to improve access to the courts for self-represented litigants. Manages complex projects, tests innovative solutions and coordinates resource development to improve access to the courts. Coordinates communication and technology-based resource development between judicial branch stakeholders, partners, web developers and IT professionals. Collaborates directly with court users and lived experience experts to obtain feedback to inform the development of resources. Analyzes business needs and technology solutions for the AOC and courts for improving accessibility and access to justice. Provides recommendations for presenting information more inclusively and equitably. Gathers information, reviews, and presents best practices that promote equity and access to the courts through technology, communication, and outreach to support those who experience barriers to accessing the courts. Supports the development and maintenance of websites, web-based apps, social media platforms, and other technologies related to the AOC’s Equity and Access Program. Participates in technical assistance visits to courts seeking to improve access to justice through technology and communication. Works with courts to identify needs and recommends improvements to promote equity and access to the courts. Supports local courts in improving websites and technology-based resources for self-represented litigants. Provides technical assistance to the Equity and Access Program and other groups within the Office of Court Innovation in the areas of technology and communication. Performs other duties as required. Qualifications Bachelor’s degree in court administration, public administration, political science, business administration or closely allied field. Five (5) years of responsible experience in court administration and/or program development, including one (1) year in a supervisory or lead role and/or managing/directing groups or teams. Experience may be substituted with relevant experience, including law degree, as noted in the original posting. Ideal Candidate Experience Experience working with the courts, judges, or attorneys. Comprehensive understanding of the barriers faced by self-represented court users. Comprehensive understanding of court processes and case types most likely to be used by self-represented litigants. Experience working on issues related to equity and access to justice. Experience utilizing technology solutions. Experience working with web applications and portal technologies. Experience with digital accessibility and usability best practices. Experience working with and leading diverse community groups and organizations that serve the public. Experience developing communication plans and platforms. A degree in public policy, law, administration, sociology, or race and ethnic studies. Important Information The workweek may fluctuate depending on workload or agency needs. Overnight travel may be required based on business needs. This position is not overtime eligible.
