Introduction The State of Wisconsin, Department of Military Affairs (DMA) is hiring an Environmental Analysis and Review Specialist- Advanced (working title Water Resources Manager). This position is located at the Joint Force Headquarters (JFHQ) in Madison, Wisconsin. This position will work full-time, Monday through Friday. The exact schedule will be determined at time of offer. The DMA provides essential, effective, and responsive military and emergency management capability for the citizens of our state and nation. During emergencies, no single organization can handle the response. The DMA consists of several organizations working together to plan, prepare, coordinate, and respond effectively when our communities and neighbors need us the most. Position Summary The Water Resources Manager is responsible for managing Wisconsin Army National Guard (WIARNG) Water Resources programs. The duties of this position include but are not limited to: develop and implement internal agency regulations and policies to gain and maintain compliance with all federal, state and local environmental regulations concerning water resources, to include agency requirements under the Safe Drinking Water Act (SDWA). Review environmental compliance audit findings relating to primary media areas resulting from ongoing internal and external audits. The Water Resources Manager assists the recipients of audit findings to correct identified environmental deficiencies. Additional environmental regulatory program areas of responsibility include air compliance activities to include air permit compliance, air emissions inventory and tracking, and reporting requirements under state and federal agencies. The position represents the Wisconsin DMA and the WIARNG on State agency and national committees dealing with environmental compliance policy issues and pollution prevention. Work is performed under supervision of the WIARNG Environmental Branch Chief. Environmental regulatory program areas of responsibility include agency requirements under Clean Water Act (CWA) and Safe Drinking Water Act (SDWA), Clean Air Act (CAA), Resource Conservation and Recovery Act (RCRA), the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Oil Pollution Act (OPA), and Spill Prevention, Control and Countermeasure (SPCC). Salary Information Starting pay is between $35.00 and $40.00/ hr. This position is in the 15-03 pay schedule/range. A 12-month probation will be required. This position will work full-time, Monday through Friday. The exact schedule will be determined at time of offer. Must have the ability to travel to various worksites throughout the state as needed. In order to gain access to the military facilities and to determine whether the circumstances of any conviction may be related to the job being filled, DMA will conduct a comprehensive background check. In addition, the position requires a Common Access Card (CAC). A CAC requires successful completion of a Department of Defense investigation which is an additional more in-depth federal background check, for gaining access to federal computer systems, restricted locations, or classified information. The Department of Military Affairs does not sponsor work visas at the time of hire or anytime during employment. All persons hired will be required to verify identity and eligibility to work in the United States and complete the required Employment Eligibility Form I-9. This is a State of Wisconsin Civil Service position. The DMA does not require current or previous military experience. Qualifications Candidates who meet minimum qualifications will have: Experience managing CERCLA environmental projects or experience managing environmental site remediation/investigation projects Professional experience in water resources. Education or training of State and Federal environmental regulations to include Safe Drinking Water Act (SDWA), Clean Water Act (CWA), Comprehensive Environmental Response Compensation and Liability Act (CERCLA), Oil Pollution Act (OPA), and/ or Spill Prevention, Control and Countermeasure (SPCC). In addition to the minimum qualifications, well-qualified candidates will also have the following preferred qualifications: An earned Bachelor of Science Degree in Water Resources or equivalent environmental field, or significant professional work experience in the water resources field. Possession of a Registered Professional Geologist or equivalent licensure. Experience completing Spill Prevention, Control, and Countermeasure plans. Experience managing facility stormwater requirements and maintaining facility requirements under the Safe Drinking Water Act.
