ENGINEERING TECH II

PLEASE NOTE: The City is recruiting for one (1) position that may be filled as an Engineering Technician I, Engineering Technician II, or Intern Engineer (FE) depending on the qualifications, education, experience, and skill level of the selected candidate. Applicants will be considered for the position level for which they are best qualified. Job Purpose and Objectives: Responsible for performing technical work related to all surveys, construction inspection, material testing, drafting, design and other related duties for all City of Emporia's contracted and engineering projects. Job Competencies: Essential Functions include the following. Duties and responsibilities, as required by business necessity may be added, deleted, or changed at any time at the discretion of management, formally or informally, either verbally or in writing. Schedule and shift assignments and work location may be changed at any time, as required by business necessity.

1. Inspects City contracts and Public Works projects
2. Performs topographical surveys
3. Provides construction staking of water distribution systems, sanitary/storm sewers, street paving, curbs, gutters and grading
4. Participates in contractual preconstruction conferences
5. Quantifies bid items and prepares pay estimates and change orders
6. Assures quality construction standards as set forth by plans and specifications
7. Performs chlorination, hydrostatic pressure, vacuum, soil compaction, slump and air entrainment tests
8. Obtains concrete cylinder samples for compressive strength testing
9. Reviews preliminary plans for accuracy and completeness
10. Investigates and resolves complaints
11. Reviews plans and specifications and prepares as-built documentation
12. Research legal descriptions and owners
13. Advises contractors of identified problems
14. Coordinates and contacts utility companies
15. Prepares construction specifications and documents
16. Assists in drafting and design work
17. Coordinates, assists and provides technical advice to other City departments with respect to City projects
18. Prepares requisitions for supplies and basic equipment
19. Makes required survey and construction staking calculations
20. Records all survey/inspection activities and maintains records
21. Prepares weekly activity reports of ongoing construction projects
22. Assists in writing legal descriptions
23. Updates files and maps
24. Enforces and maintains compliance with all federal, state and local laws and ordinances
25. Performs other duties as assigned or deemed necessary
26. Complies with all organizational and departmental policies and procedures
27. Operates all job-related equipment, machinery, tools and other aids as required or needed
28. Protects and maintains any confidential information you have access to, whether oral, written, or electronic

High school diploma or other equivalent 2. 5 years of Construction, Drafting, Design, Survey Inspection or related field experience 3. Technical degree in Civil Technology preferred Certifications / Licenses: 1. Valid KS Driver's License 2. APWA/LPA State Inspectors Certification preferred Skills/Knowledge/Abilities: 1. Knowledge of survey, inspection, construction, and design practices and techniques 2. Knowledge of construction materials 3. Ability to understand and interpret plans and specifications 4. Ability to figure horizontal and vertical curves and grades 5. Ability to understand and interpret construction procedures and specifications 6. Ability to operate all survey, inspection, and sampling equipment 7. Excellent time management skills and ability to multi-task and prioritize work 8. Ability to fulfill all duties with minimal supervision and to work independently 9. Assess situations rapidly and make logical decisions in a timely manner 10. Analyze facts and exercise sound judgment 11. Ability to effectively manage projects and multiple priorities simultaneously 12. Strong written and verbal communication skills 13.
