CalPERS seeks a Privacy Program Officer (Information Technology Manager I) responsible for ensuring privacy by design in all technology solutions, compliance monitoring, incident investigation and breach response as well as security awareness training. The selected candidate for this position will be responsible for ensuring adherence to federal and state regulations, reinforcing the department’s commitment to data privacy and security.

Working Conditions

• This position is designated as office-centered and works primarily onsite at the Sacramento, CA -Headquarters at least three weekdays.
• Workstation is located in a standard multi-level office building accessible by stairs and elevator, with artificial light, height-adjustable desk, and adjustable office chair.
• Prolonged reading and typing on a laptop or keyboard and monitor.

Statement of Qualifications

1. Describe how you have supported the development of an employee’s knowledge and judgment in privacy, HIPAA, or compliance, particularly if they were less experienced in these areas. Identify how you assessed areas where the employee needed additional guidance, and explain the methods you used—such as training, coaching, or procedural support—to enhance their skills and gradually increase their responsibilities. Discuss how you addressed situations where their work was incomplete or inaccurate, and how you would determine their readiness for greater independence. What outcomes did you aim to achieve through your approach?

Minimum Qualifications

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Experience leading HIPAA/Privacy incidents, audits, and regulatory assessments.
• Experience in governance, risk management, compliance frameworks as well as managing enterprise risk programs.
• Working knowledge of federal and state privacy laws such a HIPAA/HITECH, state privacy laws, breach-notification requirements.
• Strong leadership and communication skills.
• Experience supervising and developing team members within a privacy, healthcare, compliance, or risk profession.
• Experience conducting HIPAA/privacy risk assessments and documenting defensible determinations.
