Fixed‑Fee Support Engagement — Access Control Standardization & Report Library Cleanup Texas Legal Services Center (TLSC) invites qualified individuals or firms to provide hands‑on support, under TLSC’s direction, for configuration and data‑governance activities in its web‑based case management platform. The work will focus on securing inactive reports, auditing role permissions, validating user‑to‑role assignments, and scoping the active report library. The engagement is a directed support contract, not a deliverable contract. TLSC will set priorities and give ongoing direction throughout the engagement. Schedule RFP issued: June 17, 2026 Proposals due: June 29, 2026, 6:00 p.m. CT Interviews: July 2, 2026 Consultant start: July 7, 2026 (or soon thereafter) Period of performance ends: August 31, 2026 Responsibilities The key person will execute the following tasks in the order directed by TLSC: Secure Inactive Reports – For each inactive report, reduce it to a single identifier column, apply a zero‑row filter to prevent data output, and restrict visibility to administrator roles. Role Audit – Document current permissions for each role, compare against actual job functions, recommend least‑privilege adjustments, consolidation or addition of roles, and submit written recommendations for approval. User‑to‑Role Assignment Review – Verify that each active account is assigned to the correct role per a TLSC‑provided roster, produce an exception list, and correct assignments after written approval. Active Report Library Review – Evaluate the inventory of active reports, propose which roles may view each report, identify reports for inactivation, and scope each retained report’s visibility. Qualifications & Experience Solid foundation in RBAC and permission‑set implementation on enterprise platforms (e.g., Salesforce, ServiceNow, or similar configurable systems). Experience in systems administration, data governance, or IT security, with a focus on configuration‑based interfaces. Strong judgment in role design and a disciplined, documentation‑focused work style. Capacity to work collaboratively under direction and to follow written approvals for changes. Working Arrangement & Conduct Independent contractor; single key person shall personally perform all work. No subcontracting or delegation; substitution requires prior written consent. Work performed remotely using TLSC’s dedicated, audited account; credentials not shared. All copies of client or case data that leave the platform must be deleted within five business days after the period of performance ends. Maintain a change log and issues log with sufficient detail to reverse changes. TLSC will respond to approval requests within two business days. Compensation Fixed fee: $12,000, paid in two installments of $6,000 each. First installment due within three business days after invoice receipt; second installment due within ten business days after Substantial Completion (within the performance period and not later than August 31, 2026). Termination TLSC may terminate the engagement for convenience with five business days’ notice, or for cause (improper performance, failure to follow direction, or security breaches). Payment will be limited to work performed satisfactorily up to the termination date. Application Process Submit a PDF to View email address on click.appcast.io by the proposal deadline. Any exceptions to the terms of the RFP (max. ½ page). Do not include project plans, schedules, methodology narratives, or marketing material. Content beyond the page limits will not be reviewed.
