Job Description At the Ohio Adjutant General’s Department, we do not just manage buildings—we construct and secure the physical foundation of military readiness. We are seeking a highly disciplined, mission-first Construction Project Specialist 2 to join our Facilities Operations & Maintenance Activity (FOMA) team in Mansfield, Ohio. In this role, you will act as the critical boots-on-the-ground inspector, coordinator, and administrator overseeing Sustainment, Restoration & Modernization (SRM) and Military Construction (MILCON) projects that directly support the Ohio National Guard. Responsibilities Execute & Inspect with Precision (40%) Oversee and perform on-site construction inspection of SRM and MILCON projects carried out by contractors to ensure absolute compliance with contract specifications, designs, and federal/state regulations. Rigorously review and verify technical submittals, material specifications, construction schedules, and contractor payment requests. Troubleshoot real-time engineering and construction issues in the field to keep critical projects on schedule and on budget; document as-built conditions and maintain daily construction diaries. Contract Administration & Stakeholder Coordination (15%) Administer construction contracts, interpret technical design provisions, evaluate estimated costs, and make decisive calls on the final acceptability of performed work. Provide clear, authoritative work direction to contracted architects and engineers throughout the design and construction phases. Act as the public relations and tactical liaison between the National Guard Bureau (NGB), the Adjutant General's Department, local utility officials, and municipal leaders. Data Analysis, Permitting, & Auditing (15%) Analyze field data and coordinate the submission and completion of critical regulatory forms (e.g., digging permits, environmental impact assessments). Audit contractor progress records and prepare official Government Construction Progress Reports. Maintain comprehensive project folders tracking federal and state fund allocations, change orders, and requests for information (RFIs). Design Review & Technical Drawing (15%) Formulate and draft detailed construction plans and technical drawings using Computer-Aided Design (CAD) software or manual drafting methods. Verify quantity calculations, evaluate real property assets, and ensure all design programs strictly align with regulations set by the State of Ohio and the National Guard Bureau. Mission Support & Professional Development (15%) Attend off-site project coordination meetings, technical training sessions, and professional conferences to maintain cutting-edge industry knowledge. Utilize standard office software and enterprise tracking networks to manage correspondence, project logging, and compliance tracking. Option 1: Have at least 30 months of experience in a civil engineering technology, construction technology, or closely related field AND at least 12 months of experience in construction project inspection or construction project management. Option 2: Completion of associate core coursework in civil engineering technology, construction technology, or a related science AND at least 24 months of experience in construction project inspection or construction management. Option 3: Have at least 48 months of experience in construction project inspection or construction project management. Option 4: The equivalent of the Minimum Class Qualifications for Employment listed above. Preferred qualifications: Previous experience with AutoCAD and/or GIS, coordinating and/or facilitating construction projects, and prior experience in a military and/or public sector setting. Salary Information: This position is assigned as a pay range 32 of the State of Ohio’s OCSEA pay schedule, with astarting hourly rate of $ 31.47 and current rangeup to $ 46.08 per hour. Starting pay is usually at the minimum of the range unless otherwise required by law or union contract, or unless the selected candidate's qualifications warrant consideration above the minimum. With continued employment and satisfactory performance, employees generally advance to the next pay step after six (6) months and then annually thereafter.
