Transfer Operations Manager

This position is located in the DC Department of Public Works (DPW), Solid Waste Management Administration (SWMA), Solid Waste Disposal Division (SWDD). The division has responsibility for two primary facilities: Fort Totten Transfer Station and the Benning Road Transfer Station. The solid waste disposal program provides trash, recycle, bulk and white goods disposal services, and mulch for residential use, ensuring a clean and healthy environment throughout the city. Duties and Responsibilities Incumbent supervises front-line supervisors, ensuring that all trash, recycling and bulk materials are removed daily and that all equipment and vehicles used to load or move materials are in proper working condition. The incumbent plans, coordinates, and supervises activities of the transfer stations, oversees the supervisory and unionized workforce, recommends personnel and disciplinary actions, evaluates performance of subordinate supervisors, and reviews supervisory evaluations of lower graded employees. The incumbent makes selections for subordinate supervisory positions, addresses work problems and grievances, promotes training development, and develops safety and labor management programs within the Division. The incumbent periodically checks a management reporting system providing an overview of tonnage/cost ratios and total operating costs. Additionally, the incumbent plans and schedules work assignments on a long‑range basis, analyzes work schedules, determines manpower, equipment, and materials requirements, and engages in the Stormwater Pollution Prevention Plan (SWPPP). The incumbent provides information and advice to higher levels of supervision on workload feasibility, budget estimates, production method changes, and facility rearrangements, and directs the work activities and personnel of the supervised units, including assigning work requirements, setting deadlines, and arranging space and specialized equipment. Qualifications and Education Specialized experience equivalent to the next lower grade level is required. One year of such experience must be in or related to the work of the position. Work Conditions/Environment The work is performed in a typical office setting that is adequately lighted, heated, and ventilated. Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause. Position Designation: This position has been designated as security sensitive and therefore the incumbent will be subject to enhanced suitability screening and background investigations. Essential Designation: This position is an essential employee position; services may be required in emergency situations such as snow removal, debris removal, transportation, shelter operation, food distribution, and communications. Duties may be performed when the government is closed or when most employees are dismissed early. Residency Requirement Statement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of $150,000 or more, you must establish residency in the District of Columbia within 180 days of the effective date of the appointment and maintain residency throughout the appointment.
