Connect. Engage.) Team within the New York City Department of Health Mental Hygiene (DOHMH) Bureau of Hepatitis, HIV, and Sexually Transmitted Infections (BHHS) is staffed with Public Health Advisors (PHA). PHA is responsible for providing partner services to approximately 2,000 New Yorkers newly diagnosed each year, including identification, tracing, notification, and HIV testing of their sex and needle partners. PHA ensures all newly HIV-diagnosed persons are linked to HIV clinical care, provides outreach to HIV providers and community-based organizations, and facilitates education on HIV-related laws and regulations. Responsibilities Interview HIV-diagnosed persons to elicit HIV-exposed partners, locate and notify partners, and provide HIV rapid testing in mobile settings. Connect persons with a new HIV diagnosis to clinical care. Use HIV transmission network data to identify and reach out to persons not in care, including contact tracing. Trace and locate HIV-diagnosed persons who are out of care and connect them to clinical care. Engage HIV-diagnosed persons and their partners with HIV prevention and ancillary services. Link HIV-negative partners to PrEP providers for evaluation and counseling. Collect data on HIV cases to fulfill surveillance and case investigation requirements, including record review and provider interviews. Serve in an activated role and be reassigned to emergency response work as needed within Surveillance/Epidemiology or Clinical Operations groups. Other duties as assigned to support overall goals and mission. Minimum Qualifications A baccalaureate degree from an accredited college, including at least twelve semester credits in health education, health, social or biological sciences. OR a baccalaureate degree with six months of full-time satisfactory experience in a health promotion or disease intervention/prevention program performing interviewing, field investigations, risk assessment, referrals, or epidemiological data analysis. OR a four-year high school diploma with four years of full-time satisfactory experience as described above. Alternatively, education and/or experience equivalent to the above, with at least twelve semester credits or six months experience. Additional Requirements To be assigned to Assignment Level II, candidates must have at least one year of experience as a Public Health Adviser Assignment Level I, or one additional year of experience as described in Qualification Req “2” above. Preferred Skills Patient interviewing, contact tracing/partner notification, medical record review, and community outreach experience. Excellent written and oral communication. Fluency in English and either Spanish, French, or Haitian Creole preferred. Valid NYS Driver’s License highly desirable. Ability to work alternate hours, including evenings and weekends.
