Compliance Investigator
The mission of the LSLBC is to protect the health, safety, and general welfare of the public dealing with those engaged in the contracting vocation; to afford such persons an effective and practical protection against the unlawful and fraudulent acts of contractors with whom they contract; and to maintain the integrity of the construction industry. Further, the Board shall monitor construction projects to ensure compliance with the licensure requirements of the statutes.
The Compliance Investigator 1-3 position is responsible for independently investigating alleged violations of Louisiana's Contractors' Licensing Law and ensuring compliance across construction projects statewide. Under the direction of senior enforcement leadership, the role combines field investigations, legal/regulatory research, report preparation, and public/contractor education. It also includes presenting findings at Board hearings or in court and collaborating with local, state, and federal partners.

Minimum qualifications:
- Three years of experience in accounting, auditing, administrative services, building inspection, real estate appraisal, law enforcement, investigations, or in the issuance or recommendation of medical licenses; OR
- Six years of full-time work experience in any field; OR
- A bachelor's degree.
Experience substitution: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Job duties:
- Visit and audit construction projects statewide to ensure contractors comply with the Contractors' Licensing Law.
- Verify that contractors and subcontractors are properly licensed for the work performed.
- Assess and document project completion status and crafts present during site visits.
- Prepare complete, court-worthy reports and maintain all case information in the ARLS recordkeeping system.
- Investigate formal complaints and follow up on leads regarding possible licensing law violations.
- Research court records, Secretary of State filings, bankruptcy or judgment documents, criminal backgrounds, and business records to verify or disprove allegations.
- Compile evidence and produce court-ready investigative reports for review by the Enforcement Director.
- Prepare comprehensive investigation reports and activity summaries.
- Develop exhibit packages for Board hearings based on documented violations.
- Testify before the Board or in court, presenting evidence and supporting documentation as needed.
- Educate unlicensed contractors and members of the public on how to obtain proper licensure.
- Interpret and explain licensing laws, regulations, and requirements to contractors, attorneys, prosecutors, and criminal investigators.
- Represent the Board at meetings, conferences, conventions, and other forums as assigned.
- Assist in training new investigators and support ongoing investigations as needed.
- Attend bid openings to ensure licensure, contractor classifications, and bidding procedures comply with laws and rules.
- Document bidding violations and collect evidence to prepare notices of violation.
- Assist local, state, and federal agencies with investigations when directed. Support local permit offices and building officials on compliance concerns.
- Perform any additional tasks or assignments as directed by Enforcement leadership (Compliance Investigator Supervisor, Enforcement Director, Deputy Executive Director of Enforcement, or Executive Director).
Position-specific details:
- Appointment Type: Probational - up to 24 months.
- Career Progression: This position does participate in a Career Progression Group.
