The Manager of Employment and Career Services will help build community economic stabilization by supervising MCS’s Employment and Career Services department. This position oversees all training programs, job search services, employment events, and related supportive functions. The department is comprised of two programs – our General Employment Services and the Minnesota Family Investment Program (MFIP). This position will carry a small caseload of up to 30 MFIP participants as well as supervise at least three direct reports – two working directly with MFIP and one working with General Employment Services. This position reports to the Director of Programs.

Duties and Responsibilities

Program Design and Delivery:

· Complete all mandated State and county required MFIP trainings.

· Plan, coordinate, and implement all aspects of MCS Employment and Career services, including job search support, occupational training opportunities, other support services.

· Manage all aspects of MFIP contract, including intake, file monitoring and budget management, weekly error report for MFIP, assist staff, if applicable in scheduling required trainings.

· Review and monitor Work Force One case documentation, data, and program deliverables.

· Develop and implement a credentialed training program.

· Monitor and submit required funder reports.

· Submit required reports to Director of Programs.

· Provide accurate and timely reports to organization leadership, funders, and others;

· Work with and engage diverse populations, particularly BIPOC individuals and families, those in poverty, justice-involved individuals, and others who identify outside of the dominant culture.

· Create Standard Operating Procedures for programs.

· Ensure all contract and grant operational standards, deliverables and expectations are met or exceeded; such as, placement rates and retention, starting and/or increased wages.

Relationship Building and Maintenance:

· Proactively build and maintain relationships with employer, foundation, and governmental partners.

· Create partnerships with employers that lead to referring participants for interviews and job placements.

Supervision:

· Provide hands-on, supportive management to Employment Services staff, including hiring, onboarding, training and ongoing performance management/quality standards of programming.

· Approve time sheets and time off management.

· Bi-weekly one-on-one meetings with direct reports.

Required Qualifications:

· Minimum 3-year supervision experience.

· Minimum 2 years previous experience in workforce development or employment services.

· Effective knowledge of technology and software tools to communicate in print and electronically.

· Innovative, critical thinker, and creative problem-solver in addressing challenges.

· Ability to develop and cultivate positive relationships with local businesses, faith communities, volunteers, and colleagues; and, to maintain relationships over time to the benefit of MCS.

 

· Previous experience working with foundation grants, state and county contracts.

· Be familiar with current labor market demand, employment trends and workforce development practices to ensure MCS services are relevant, timely, and value East Side residents and area businesses.

· Proven experience meeting grant and contract deliverables.

· Proven experience leading and mentoring diverse teams.

· Highly organized and attentive to detail.

· Experience modeling respectful, inclusive, and responsible behavior consistent with the agency’s Mission, Vision, Values, and Equity as part of a larger organizational leadership team.

Preferred Qualifications:

· Previous experience as an MFIP Employment Counselor or MFIP Supervisor.

· Proficiency with data management and data analysis.

· Bilingual (particularly Spanish, Hmong, Karen or Somali) highly preferred.
