Budget Analyst

Summary This position is located in the Office of Field Operations. The incumbent provides assistance and program oversight to budget support and analysis functions for Field Operations. The duties of this position include responsibility for the compilation of budget requirements, presentations, and execution, tracking and monitoring functions and the preparation and analysis of budget related materials. Duties Help The major duties of the Budget Analyst (Field) position include, but are not limited to, the following: Serves as the Field Divisions primary resource on matters concerning administrative and training program budgets. Prepares various reports, exhibits, analyses, numerous tables, and other material relating to budget estimates and justification. Monitors the execution of the Field Divisions operational budget. Analyzes annual budget submissions for the Field Division to assure consistency and compliance with established ATF, DOJ and federal policies. Duties will be developmental in nature when filled below the full performance level. Requirements Help Conditions of employment The requirements listed below must be met by the closing date of the announcement. Must be U.S. Citizen or National. Selective Service registration is required for males born on, or after, December 31st, 1959. Those not registered should have an approved exemption on file. May be required to serve a one-year probationary period. You must be a current, permanent Department of Justice employee with competitive status or a CTAP/RPL eligible candidate. Pass drug screening and subject to random drug tests. Suitable for Federal employment determined by background investigation. You must meet all applicable time-in-grade requirements by the closing of this announcement. Financial Disclosure: If selected, you may be required to disclose financial information in accordance with DOJ and Federal ethics guidelines. MOBILITY PLAN: New employees hired pursuant to this vacancy announcement must sign a mobility agreement. The purpose of ATF's mobility policy is to enhance career development and progression, and achieve mission and business effectiveness. To accomplish these objectives, the mobility plan will facilitate the movement of employees through special short-term assignments or permanent reassignments throughout the Bureau. Applicants who decline to sign a mobility agreement, as required, will be removed from the hiring process. This is a non-bargaining unit position. Qualifications Minimum Qualifications Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume. GS-9 To qualify for this position at the GS-9 grade level, candidates must meet the following specialized experience by the closing date of this announcement. Experience: Candidates must have at least one year of specialized experience equivalent to the next lower grade level (GS-7), obtained in either the public or private sectors performing all of the following: demonstrated knowledge of budgeting policies and regulations; demonstrated knowledge of commonly used budget procedures, experience retrieving budget data, and experience preparing budget-related reports and records. Education: Successful completion of a master's or an equivalent graduate degree, or successful completion of at least 2 full academic years of progressively higher-level graduate education leading to such a degree or an LLB or JD, if related. You must include transcripts. Combination of Education and Experience: Successful completion of a combination of education and experience as described above. GS-11 To qualify for this position at the GS-11 grade level, candidates must meet the following specialized experience by the closing date of this announcement. Experience: Candidates must have at least one year of specialized experience equivalent to the next lower grade level (GS-9), obtained in either the public or private sectors performing all of the following: demonstrated knowledge of budgeting policies and regulations used to prepare division budget reports; experience analyzing the effects of budget changes; experience retrieving budget data; and experience presenting and exchanging budget related information in meetings. Education: Successful completion of a Ph.D. or an equivalent doctoral degree, or successful completion of at least 3 full academic years of progressively higher-level graduate education toward either a Ph.D. or an LLM. You must include transcripts. Combination of Education and Experience: Successful completion of a combination of education and experience as described above. GS-12 To qualify for this position at the GS-12 grade level, candidates must meet the following specialized experience by the closing date of this announcement. Experience: Candidates must have at least one year of specialized experience equivalent to the next lower grade level (GS-11), obtained in either the public or private sectors performing all of the following: demonstrated knowledge of budget policies and processes; experience using financial management systems (such as UFMS and Business Objects) to analyze financial reports; experience reviewing budget submissions to analyze fund statuses; experience presenting budget-related findings and recommendations to Leadership. Combination of Experience and Education : To combine your education and experience, you must convert each to a percentage and then add the percentages. The combined total of your percentage of education and experience must equal at least 100% in order to qualify. If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3. To calculate your percentage of graduate education, divide the number of graduate semester hours by 18. To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience. Add your percentages of education and experience. The two percentages must total at least 100%. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience. Quality Ranking Factors COR certification is preferred. Your resume must support your responses to the application questionnaire and the qualification requirements. Failure to do so may result in an ineligible rating. You must show proof the education credentials have been deemed to be at least equivalent to that gained in a conventional U.S. education program. It is your responsibility to provide such evidence when applying. If you are qualifying on foreign education, you MUST submit proof of creditability of education as evaluated by a credentialing agency.
