Develop subcontract specifications, requirements, statements of work, and terms and conditions for the procurement of materials, equipment and services in support of multiple contract types.Responsibilities:Conduct proposal preparation, subcontract negotiation, and administration of complex subcontractsDevelop subcontract specifications, requirements, statements of work, and terms and conditions for the procurement of materials, equipment and services (including engineering development programs) in support of multiple contract typesProvide strategy and recommendations to internal staff and subcontractors on procurement issuesReview requirement documents (i.e., statement of work and specifications) for clarity and adequacy, and obtain necessary revisions from the program managementSelect or recommend subcontractorsEnsure products and services obtained by the team meet quality, cost and schedule objectives in accordance with program and company requirementsEvaluate proposals and monitor company performance on subcontract obligationsNegotiate subcontract terms and conditions including price, delivery, quality, and performance requirementsNegotiate required special termsEnsure independent price/cost analyses are performed as neededDocument the entire fact-finding and negotiation processDevelop the subcontract document, ensuring it complies with Government, Corporate and Company requirementsCoordinate additions, deletions, or modifications to subcontractsParticipate in subcontractor surveys and program reviewsNegotiate and administer agreements between the company/customers/subcontractors/vendors ensuring adherence to company policy, government specifications and requirementsMonitor subcontract performance on government contractsRespond to standard inquiries regarding subcontract obligations and revisionsProvide subcontract advice to program managers, engineering personnel, and other related functions such as finance, quality, and contracts administration, and perform other duties and responsibilities as requiredSupport, communicate, reinforce and defend AAC's mission, values and cultureAdditional Preferred Skills:Maintain effective internal and external customer relationsPerform special projects as requestedTrain internal staff on subcontract-related topicsLead and/or mentor team of subcontract administratorsQualifications:Bachelor's degree in related discipline with 5+ years of related experienceKnowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS)Basic understanding of contract/purchase order terms and conditions and detailed knowledge of the government contracting process including sole source and competitive procurementsKnowledge of the terms and conditions appropriate for different contract types (FFP, CPFF, CPIF, T&M, IDIQ, etc.) and their proper useKnowledge of source selection/evaluation process including cost and price analysisKnowledge of requirements for administration of government propertyKnowledge of government subcontract administration duties including subcontract flow downs, change management, inspection, acceptance, payment, warranty, close-out and records retentionKnowledge of proper drafting, negotiation and use of subcontracts, POs, teaming and other forms of agreementsExcellent verbal and written communication skillsBasic understanding of subcontract/agreement briefings, negotiation and reviewBasic knowledge of monitoring contracts/subcontractsPhysical Requirements:Lifting (up to 20 lbs.): up to 25% of timeWalking: up to 25% of timeClimbing, Bending, Standing, Stooping: up to 10% of timeSitting: up to 75% of timeTravel: up to 10% of timeThe annualized pay range for this role is $94,000.00 – $120,000.00 USD along with a discretionary target incentive compensation plan.Innovation Enabled, Mission Focused.The Company values the talent, experience and diversity of its employees and seeks to foster a culture that is open, honest, fair, and equitable.
