Assistant Director, Finance

Poway Unified School District

Basic Function Under the direction of the Director of Finance, assists the Director in managing and directing the operations of the Finance Department. Representative Duties Plan, organize, control and direct the accounting activities and functions of the District; project, monitor, maintain and account for the fiscal health of the District; make presentations to the staff, community and Board. E Project and supervise the preparation of various District budgets; monitor and revise District budgets following adoption. E Direct District staff in budget and accounting functions; maintain all accounting records of the District. E Supervise and evaluate the performance of assigned staff; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions; plan, coordinate and arrange for appropriate training of subordinates. E Communicate with other administrators, District personnel and outside organizations to properly manage District activities and programs, resolve issues and conflicts and exchange information; meet with administrators on respective budgets and financial needs. E Provide technical expertise, information and assistance to the Assistant Superintendent regarding assigned functions; assist as needed in the formulation and development of fiscal policies, procedures and programs. E Prepare and maintain a variety of State and federal financial reports; prepare various narrative and statistical reports, records and files related to the Finance Department. E Develop, prepare and monitor all budgets for the District; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established limitations. E Attend a variety of meetings to maintain current knowledge of legislation, legal codes and requirements; review changes in school finance; attend workshops and meetings with District, County and State personnel; conduct and facilitate meetings. E Education and Experience Any combination equivalent to: bachelor's degree in accounting, business administration or related field and five years' responsible experience in finance or accounting, including three years in a supervisory capacity. Public school finance and accounting experience is preferred. Knowledge Planning, organization and direction of the Finance Department. Generally Accepted Accounting Principles and Procedures, school accounting policies, and governmental fund accounting procedures. Accounting, bookkeeping and financial recordkeeping principles and procedures related to school district accounting. Budget preparation and control. Oral and written communication skills. Principles and practices of administration, supervision and training. Applicable laws, codes, regulations, policies and procedures. Interpersonal skills using tact, patience and courtesy. Abilities Plan, organize and administer the Finance Department functions and operations. Manage a large budget responsibly. Reason, forecast and project with accuracy. Make presentations to the Board. Supervise and evaluate the performance of assigned staff. Communicate effectively both orally and in writing. Interpret, apply and explain rules, regulations, policies and procedures. Establish and maintain cooperative and effective working relationships with others. Analyze situations accurately and adopt an effective course of action. Meet schedules and timelines. Work independently with little direction. Plan and organize work. Prepare comprehensive narrative and statistical reports. Direct the maintenance of a variety of reports and files related to assigned operations and activities. Working Conditions Environment: Office environment. Physical Demands Hearing and speaking to exchange information. Seeing to read a variety of materials. Dexterity of hands and fingers to operate a computer keyboard. Certifications and Testing Required Pass the District’s applicable proficiency exam for the job class with a satisfactory score. After an offer of employment, obtain: Criminal Justice and FBI Fingerprint Clearance. Negative TB test result plus periodic post-employment retest as required (currently every four years).
