We have an opening for the position of Building Inspection Supervisor in our Development Services Department/Building Division. Under general direction, to supervise, evaluate, train and coordinate the work of building inspectors performing inspection work in all phases of construction, alteration, and repair for adherence to plans, specifications, and state and local codes; to perform the more difficult or problem inspections; and to perform related work.

Key Responsibilities

Essential Duties and Responsibilities Supervises, assigns and lays out the work of construction inspectors engaged in the inspection of residential, commercial, industrial and other buildings for conformance to Building Code and other related codes and statutes; Makes field inspections when difficult enforcement or public relations problems arise or as directed by the Building Official; Checks methods of construction and quality of materials at building sites; Submits reports on inspections; Reviews inspectors' reports and makes decisions concerning recommendations; Investigates and resolves complaints against inspectors involving code interpretation or professional conduct; Recommends changes in procedures and work methods related to enforcement of building codes; Trains, instructs, and evaluates inspectors in the proper procedures and techniques of inspection and the application and interpretation of Code provisions and departmental policies; Oversees statistical data record keeping systems; Recommends violations to be submitted for legal action; Assists in division budget preparation; Coordinates the automated building permit systems; May serve as staff in matters coming before relevant appeals boards; Provides plan check services for compliance with applicable codes for minor projects, including, but not limited to, residential additions and accessory structures, and commercial, industrial tenant improvements. Non-Essential Duties and Responsibilities Participates in professional organizations to maintain current knowledge of related information; Performs related work as required. Supervision Supervision is received from the Building Official. Supervision is exercised over Building Inspectors as specified by the Building Official.

Minimum Requirements

Education and Experience Graduation from high school or equivalent. A certificate or degree in Inspection Technology from a college or university is desirable. At least five years (Full-Time equivalent) of progressively responsible experience as a Building Inspector for a municipal or county building department. License and Other Requirements Certification by the International Code Council (ICC) as a Building or Combination Inspector. Must possess a valid Class C California driver's license or be able to arrange transportation for field work.

Supplemental Information

The City of Escondido is committed to a drug and alcohol free workplace. All applicants will be subject to fingerprint investigation before a conditional offer of employment is extended. A pre-employment medical examination will be conducted following a conditional offer of employment for all positions. Safety sensitive positions will include a pre-employment drug screen. Positions subject to the Department of Transportation (DOT) regulations will be subject to DOT pre-employment drug testing and random drug and alcohol testing.

Applications will be screened and the most qualified candidates will be invited to appear for testing. All positions require the ability to read, write and speak English. Types of tests may include written and/or oral examination, physical agility, practical exam or other appropriate job-related selection process. When testing is completed, candidates will be ranked on an eligibility list in the order of their test score. Selection for appointments is made from names certified on the eligibility list.

All appointments are subject to the successful completion of background investigation including LIVESCAN fingerprinting, and will be required to submit verification of the legal right to work in the United States. Qualification by a medical examination will be required at the time of appointment. After appointment, classified employees must satisfactorily complete a probationary period to be eligible for regular status. In accordance with the Immigration Reform and Control Act of 1986, all new employees must produce proof of eligibility to work in the United States within the first three days of their employment. The City of Escondido participates in E-Verify®.

The Loyalty Oath will be administered to all new employees on their first day of hire. New employees hired into positions that require a driver's license must provide proof of a valid California Driver's License of the appropriate class level on their first day of employment.
